Contributed as a serving local government Peer Officer on Audit Commission and IDeA teams reviewing corporate and service performance of various councils, and making recommendations.

Kingston Upon Thames

Member of the Council’s corporate senior management board of Chief Executive and 6 directors for one of the UK’s largest and leading local authorities, upgraded from "Good" to “4-Star” status by the Audit Commission whilst in post. Director responsible for strategic planning, transportation, waste, economic development, countryside and trading standards and for the wider “sustainability” agenda. These comprised 730 staff (61 teams in 16 locations) in total and a revenue budget of £140m.

Hong Kong

Was the MTRC’s head of planning and its senior executive primarily responsible for integrating the expanding railway into the fabric and life of the city. Member of the corporate senior management team and its Property Board. Represented MTRC on Government strategic steering groups integrating transport and urban development. Leading cross-sectoral teams (internal, consultant etc) in all aspects.Responsible for initiating and managing all development and planning studies for MTRC’s very large scale integrated railway related property schemes and taking these up to tender readiness. Recognised as world-scale exemplars, he often gave invited papers and presentations overseas on these.

Bristol

Director responsible for planning, transportation, environmental assessment, landscape and related areas, together with business development and corporate management responsibilities for the large multi-disciplinary S.W England & S.Wales Regional Division in one of the U.K’s then-largest consultancies.Included work on major projects in the Far East.

Bahrain

Senior resident consultant of one of the world’s largest consultancy firms for planning and impact study of new town of 325,000 people to be located on reclaimed land on an offshore site. (This plan increases the size of the country by some 30%!). Reporting direct to the Minister and the Under-Secretary of State, work included setting policy objectives, establishing planning, economic, transport and services implications for national Bahrain and strategic engineering and environmental studies for reclamation feasibility. Considerable attention was given to the mechanisms of achieving development.Also did work in Qatar, including drafting the scoping paper for Doha's new Planning law.

Hong Kong

Had a leading and influential role in the multi-discipline “development corporations” responsible for the design concept, planning, engineering design and implementation of major new towns (400,000+people). These towns are now built and occupied.Project and consultants management were important aspects of the work.
