I was responsible for the operations section for the International Criminal Investigative Training Assistance Program a United States Department of Justice Program, with an approximately 300 employees and serving in 37 countries, worth an estimated 51 million dollars in yearly revenue. ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives. I assist the Deputy Program manager in the daily operations including providing planning, analytical and project management support for assigned projects. Supervise the work of assigned staff, including the oversight of employee development, performance management, discipline and the hiring and selection process of staff employees. Prepare performance evaluations on the persons I supervise to submit to Corporate Human resources. Supervise all procurement and export compliance according to ITAR and the FAR, certified by L-3 Communications as an export compliance officer and empowered official.

I was responsible for recruiting and the processing of the International Criminal Investigators Training Assistance Program, (ICITAP) for the Department of Justice. ICITAP works closely with other agencies of the US Government including National Security Council US State Department, USAID to transform and develop foreign criminal Justice systems in a variety of environments. I provide experienced Police Instructors in 37 countries around the world in every facet of Instruction related to Law Enforcement. Responsible for locating, recruiting and processing the Instructor through the Security clearance and deployment phase of the program. I was also in charge of the recruiting section for ICITAP, to include the facility security section, to ensure that all of the steps of the process are completed correctly. I currently supervise the facility security officer and two recruiters that cover program requirements in 44 countries. I brief the Program manager daily on status of each program I am responsible for, prepares reports for the Justice department to evaluate our programs performance. Enforce All State and Federal law and town ordinances. I was assigned to the Blue Ridge Narcotics and Gang Task Force, sworn as a special State Police Agent to enforce drug violations throughout 8 different jurisdictions and State wide serving a population of 157,000 residents. Investigate all other criminal cases to include drug-related murders, fugitive apprehension and Organized Crime. Perform and plan tactical entries to include dynamic and methodical. A member of the Federal Clandestine Methamphetamine tactical response team performed all tactical entries for all jurisdictions in our area that involved Methamphetamine Clan Labs. Prepare incident reports, and monthly reports and statistics for the command board. Testify as an expert witness in narcotics investigations in several different jurisdictions, Circuit Court cases. Work concurrently with Federal Law Enforcement agencies in the enforcement of Narcotic violations of federal statutes.

I was assigned to the Criminal Investigations Division Narcotics Unit for 4 years to investigate complaints of illegal narcotics involvement, initiate criminal investigations involving narcotics on both the State and Federal level. I was sworn as a Federal Officer to investigate Federal criminal cases involving narcotics by the FBI in February 2000, until October 2001. I acted as the Tactical Liaison to the SWAT team responding with the team prior to any warrants for narcotics being executed. Investigate all other criminal cases assigned by the division commander to include drug-related murders, accidental deaths involving drugs, prescription fraud and fugitive apprehension. Appear in State and Federal court to provide testimony and evidence in criminal cases.I was assigned to the Emergency Response team formally known as SWAT for 6 years as an operator and rose to the rank of Assistant team commander of a fourteen member tactical team, second in command and in charge of the main entry element. Assisted in preparation and supervision of all tactical training and firearms training, oversaw all tactical operations along with the team commander to include all search warrant executions and Hostage barricade situations.
