As Senior Program Manager with the International City County Management Association, Chris Harrell assists the ICMA forward its mission to help local government professionals around the world create and sustain thriving communities through a range of activities. Harrell completed an EPA k7 Research Grant (2015-2021) as a Researcher & Hyper-local Data Team Leader with the University of Louisville's Center for Environmental Policy & Management. In late 2014 the US EPA awarded the brownfield research team a 5-year, $1M US EPA K6 Brownfields Research Grant. The research team partnered with Metro Louisville government to craft its project focusing on: "To Whom the Benefits of Brownfield Redevelopment Accrue." Harrell was responsible for connecting the team to local data sources and creating hyperlocal data sets using an Esri Survey123 based mobile app with specially curated brownfield questions to help inform the research, and ultimately assist community users gather and track brownfield condition data over time.Harrell previously taught two semesters of the Principles of Sustainability course as an Adjunct Professor at the Indianapolis, IN campus of the Paul H. O’Neill School of Public and Environmental Affairs.Harrell managed the Brownfield Redevelopment efforts for the City of Indianapolis, IN from April 2004 until August 2011. Prior to joining the City, Harrell’s environmental experience included serving as Project Manager/Environmental Planner for transit projects requiring NEPA review with the Corradino Group (1993-1995), and a Project Administrator for Merit Environmental, Inc. (2002-2004) in Louisville, KY. Sandwiched between his environmental career and education Harrell enjoyed traveling extensively, sailing, living & working in both Slovenia and Romania.Harrell graduated from Wabash College in 1993 with an A.B. in Political Science. He holds an M.P.A. from Indiana University's SPEA (since renamed Paul H. O’Neill School of Public and Environmental Affairs – Bloomington) with a specialized concentration in International Trade, Development & the Environment (2000), and a J.D. from the Mauer School of Law (2002).

This benefits calculation toolkit will be designed to be used by communities to better project and track a wider variety of community benefits associated with brownfields redevelopment than has previously been possible.What is the BCBAT?The analysis tool will be based on data mined from public sources, as well as gathered with a new mobile app linked with a web-based desktop portal. The system will use accessible national, state, regional, local, and hyper-local data as the foundation for benefit calculation formulas we develop.This project is unique in that it will re-examine and augment traditional economic benefit models for redevelopment and in-fill housing to include a broader set of indicators that have until recently been difficult to systematically measure. It will also explore the efficacy and value of including hyper-local community collected data in these models now that technological advances open the door to systematic and consistent collection of that level of information.

Managing ConsultantRamboll Nov 2021 - Jan 2023Copenhagen, ., DkAs a Managing Consultant with Ramboll I have assisted with drafting a winning proposal to act as Project Director for brownfield planning services at a large Indianapolis brownfield catalyst redevelopment site. This large and long-dormant industrial site has been the bane of the local community, looming ominously (literally and figuratively) over the area as a site of illegal dumping on a scale not before witnessed. The site has been mostly cleared and is in the process of environmental investigation. Our role is to work on this EPA Multipurpose Brownfield Grant project with a team of local planners, engineers, and community engagement specialists to identify, prioritize, and recommend potential redevelopment concepts for the site in concert with neighborhood residents and stakeholders. The Brownfield Redevelopment Plan output will recommend both next steps to prepare the site for its future reuse, as well as identify community priorities that safely and cost effectively align with the site's environmental condition. -
