Contracting Officer
CurrentRoutinely perform pre‐award contracting functions including developing acquisition objectives and milestones as part of acquisition planning to provide specialized acquisition‐related functional services to satisfy mission needs utilizing appropriate contract types; work with customers to produce complete Acquisition Requirements Packages; review & evaluate program management data elements, work with legal & policy group in order to ensure requirements are legally sufficient, conduct pre-solicitation industry conferences, conduct competitive source selections, conduct peer reviews, & cost analysis, develop negotiation objectives by analyzing audits & technical reports, negotiate prices, conduct market research, conduct/lead extensive contract negotiations, administer complex and technical services, applying federal contracting regulations & ensuring compliance with those regulations. Routinely perform post-award contract administration including formal debriefings, kick-off meetings, program management reviews, monitoring contract performance & compliance, prepare performance reports, negotiations of new delivery & task orders, engineering change proposals, obligating or deobligating funds in compliance with fiscal law & policies, identifying potential problems & initiate corrective actions, Line of Accounting error corrections, drafting award fee documentation & correcting award fee pool allocations, provided guidance on development of Statements of Work, Performance Work Statements , Acquisition Plans, & Contract Officer Representative reports to ensure compliance with government standards, debarred screenings, exercise options, perform administrative modifications, Period of Performance Extensions, DODAAC changes, respond to all FOIA requests, resolve all contract disputes, maintain a good rapport with all parties.
