Ms. Tate provides Instructional System Design (ISD) guidance and support to Subject Matter Expert (SME) instructors in order to streamline the instructional and delivery processes, therefore enhancing the training for the agency-specific learners. She is a member of the process team collaborating on the implementation of a Learning Management System (LMS) for the Ballistic Missile Defense Corporate University. Ms. Tate works with MDA-DOH personnel on Sharable Content Object Reference Model (SCORM) design and integration and provides guidance on the development of SCORM conformant content.

Ms. Tate was responsible for the design and development of all training materials for the Missile Defense Agency - Defense Travel System (DTS) instructor-led course. She conducted instructor-led classes for all National Capital Region (NCR) MDA personnel, as well as the classes scheduled at non-NCR sites. In addition to instructor-led training, Ms. Tate provides Instructional System Design (ISD) guidance and support to Subject Matter Expert (SME) instructors in order to streamline the instructional and delivery processes, therefore enhancing the training for the agency-specific learners. Ms. Tate is an advisor to MDA personnel on Sharable Content Object Reference Model (SCORM) design and integration and provides guidance on the development of SCORM conformant content.

Ms. Tate’s responsibility was to assess, design, and conceptualize training scenarios, approaches, objectives, plans, tools, aids, curriculums, and other state of the art technologies related to training and behavioral studies for the Joint Knowledge Development and Distribution Capability (JKDDC) project. She designed and developed various interactive multimedia courseware materials for other e-learning projects and worked directly with customers to determine training requirements. As a lead designer, Ms. Tate collaborated with subject matter experts, multimedia designers, programmers, and technical editors to identify the best approach to develop stimulating training.

As an Associate Professor in the Computer Sciences Division of the University of Maryland, University College-Asia Division (Seoul, S. Korea), Ms. Tate taught courses in multimedia development, computer-based systems, desktop publishing, human factors, and management information systems. Her students included Army, Navy, Air Force and Marine personnel, as well as embassy and military dependents. Topics included: instructional design methodologies and multimedia techniques used in the ISD process, needs assessment, design, and development concepts, screen design and layout issues, project management, pricing, delivery platforms and deployment considerations, etc.
