Mr. Arsenault has 10 years of experience specializing in the management, design, and implementation of environmental remedial strategies for site development, regulatory compliance, brownfield redevelopment, infrastructure development, and property transactions. He managed the implementation of dozens of subsurface remedial treatment strategies, including bioremediation, soil vapor and multi-phase extraction, monitored natural attenuation (MNA), and in-situ chemical oxidation (ISCO). He managed projects under the control of the U.S. EPA and numerous state agencies, and is well-versed in regulatory compliance, construction quality assurance (CQA), and reporting requirements regarding federal and state regulations, particularly under the Massachusetts Contingency Plan (MCP), EPA Superfund, Federal Base Realignment and Closure (BRAC), and the Resource Conservation and Recovery Act (RCRA). Mr. Arsenault worked on projects for many high-profile clients, including Fortune 500 companies and top-tier higher-education institutions.

Mr. Arsenault iwas a water, sanitation, and hygiene (WASH) engineer who advises public and private sector clients on implementing multi-million dollar water development programs in resource-poor areas that focus on community-driven development. These projects were typically funded by large NGOs (e.g. Unicef, USAID, World Bank) or private sector donors pursuing corporate social responsibility (CSR). He also specializes in auditing WASH projects by traveling to project locations and meeting with contractors, community leaders, and local NGOs. His experience is mainly in Sub-Saharan Africa.

Mr Arsenault was a project manager and design engineer responsible for implementing community-driven water distribution projects. This work included a community participatory approach of incorporating the survey, design, implementation, and commissioning of each location into the fabric of community’s decision making process. This $1.8M program funded by USAID and PACT was estimated to serve up to 80,000 returning refugees in sixteen (16) townships who were displaced during the recent civil war. Each location utilized solar-powered groundwater pumps that supply a pipe-distribution network feeding multiple collection points around population centers.Mr. Arsenault also completed third-party audits of recently-commissioned water supply projects in South Sudan by evaluating effectiveness and sustainability of project outcomes.

Mr. Arsenault designed and manged the implementation of small-scale community water supply systems and assisted with drilling operations for installing water supply wells.

Mr. Arsenault worked as a lab and field research assistant on a research project evaluating the water quality of the Blackstone River in Massachusetts. He collected field data and assisted technicians in the water quality laboratory.
