About Christopher Bowa

I have served for the following institutions in South Africa from March 1998 - present:i) University of the Witwatersrand School of Governance, Parktown, Johannesburg, South Africa, (Jul. 2016 – Oct. 2021). Responsibilities included teaching and assessment of several Modules at Executive Education Level and Master's degree programme.ii) Gauteng Provincial Treasury, Budget Management Unit, including Monitoring and Evaluation Unit (Oct. 2008 – Sep. 2017). I was responsible for the Treasury’s role of assisting departments in the province to compile their respective Strategic Plans and Annual Performance Plans in line with the National Treasury’s guidelines and frameworks. I was also responsible for assisting departments in the province with planning, monitoring, reporting and evaluation by tracking financial and non-financial information against set targets in order to meet the province’s outputs and outcomes.iii) The Financial and Fiscal Commission in the Fiscal Policy Unit in Mdrand, Johannesburg, (Apr. 2006 – Feb. 2008). The greatest achievement at this institution was that I led the study title; "The Feasibility of Extending the National School Nutrition Programme from Primary Schools to Secondary Schools". The recommendations of this study were announced in Parliament in February 2008, and the school nutrition programme was extended.iv) The National Treasury, Public Finance Branch, Pretoria, (Oct. 2004 – Mar. 2006). I was responsible for ensuring education budgets at national departments and the provinces were sound for the education sector to implement its mandate in terms of implementing policies, programmes, and projects. I was also involved in the monitoring of education budgets at national and in all the nine provinces in South Africa.v) National Department of Education, Financial Planning Directorate, Pretoria, (Apr. 2000 – Sep. 2004). The major achievement was ensuring that education funding policy, the National Norms and Standards for School Funding were effectively implemented by over 26, 000 public schools and over 3, 500 independent schools. I also played a key role in the development of Adult Basic Education and Inclusive Education funding policies, including the monitoring thereof.vi) The Centre for Health Policy, University of the Witwatersrand in the Health Financing and Economics Programme in Johannesburg, (Mar. 1998 – Feb. 2000). The greatest achievement was being one of the authors of a research outputs; "The Dynamics of Policy Change: Healthcare Financing in South Africa, 1994- 1999".
