I ensure validated requirements are loaded accurately in the Navy’s Program Budget Information System (PBIS) database and are correctly adjusted following completion of the Department of the Navy (DoN), Office of the Secretary of the Defense (OSD), and Office and Management and Budget (OMB) budget reviews. I make recommendations on the level of acceptable risk and consequences of insufficient funding based on resource sponsor (N95, N96, N97) funding decisions. I quantify the impact of funding decisions on ship readiness and operational availability. I assist with coordinating the efforts of OPNAV N831 relating to the planning, programming and budgeting (PPB&E) of ship maintenance and support programs.I am a principal member of the N831 team tasked with making certain ship maintenance and support requirements and funding are accurately reflected in the Navy generated President’s Budget Submission and align with SECNAV and CNO fact sheets. I have developed individual performance improvement plans and measured work products to tailor remediation/intervention that improve performance. I balance workloads of the port engineers by managing their collateral duties and by assigning veteran port engineers to more difficult and aging platforms. I managed their professional development and oversaw their training. A major focus of mine was their professional development through on the job experience and formal training, both online and schoolhouse. Consequently, 11 of my team have matriculated to PE Level 3 to bring the total attaining this level of competency to 21. I assist the US Navy's Senior Port Engineer with hiring, performance management, awards, and discipline. I coach and mentor, recruit, and develop succession plans.Ensure CNSP Port Engineers properly document their assigned ship’s material condition, meet screening and brokering milestones and build work packages that ensure the continued operational availability of assigned vessels. I enforced compliance with man day and budget controls on Port Engineers requiring them to build work packages IAW with Execution Year Guidance and WARR projections. This resulted in work packages that were prioritized and lowered risk to on-time completion. Because of this policy, the amount of rejected and deferred work has consistently fallen from 2,467 JSN in FY17 to 835 JSN in FY22. Show less

With Ship Repair Facility Japan and Project Teams, I mitigated disruptions, delays, integration issues, and other obstacles to on time avail completion. With SURFMEPP, CNSP, and Port Engineers I made the initial recommendation on deferral of Mandatory Technical Requirements that balances risk to service life, impacts to on time completion, schedule integration and cost.I was the initial approver of all CNSP funding allocation requests for all FDNF-J surface ship maintenance and financial manager of over $240 million maintenance and repair annual budget split between Ship Repair Facility Japan, contracted maintenance, and various Navy Work Capital organizations.I advised CPF, CNSP, SRF-JRMC, C7F, and the various CTFs on overall funding priorities and recommended distribution that considers cost, schedule, and adequacy of funds. I identified financial underruns early in the fiscal year to prevent the accumulation of cash.I led the continuous review of budgetary and time constraints in planning and execution phases of industrial maintenance availabilities, including modernization and design changes, identifying shortfalls, and developed mitigation strategies and recommendations for all 21 ships across 7 ship classes home ported in Japan.
