I proactively served as the IDIQ Program Manager for the U.S. Army PEO Aviation Multi-National Aviation Special Project Office (MASPO) aviation program with multiple Task Orders in Afghanistan. The operation was purposed to provide support to the U.S. Army and to fulfill performance work statements (PWS) of numerous task orders of the contract. With the acquisition of contracts, utilized skills, and experience to perform P&L, hire administrative and technical staff in Huntsville and Afghanistan. I managed quality assurance and quality control of the overarching Program Management Office. I implemented a maintenance test flight operation to return aircraft to service, provided training and certification program for the Afghan Air Force. AAR was not awarded any contracts, and the position was eliminated.

A provider of security sector reform, logistics and construction solutions, subject matter expert staffing, and other defense propositions for the US Departments of State and Defense and commercial customers globally.I taught classes on flying helicopters while wearing night-vision goggles, and taught helicopter gunnery. I also provided insight and guidance in the purchase of equipment, including the MD-530F light utility civilian and military helicopter.✪ I interacted closely with Kenyan defense forces on proper methods to implement and utilize night vision goggles as part of border security protection. I taught classes on the best use of the equipment and provided hands-on instructions. I also participated in the development of flight operation standardization procedures.✪ I worked with clients to establish aircraft requirements and align work activities/client desires with corporate relationships to provide optimal technical support and training resources, which successfully accomplished obligations of a $300M contract.

AAR: a large public defense contractor; Airlift Group: a 500 employee, aviation services provider to US military branches to support specialized military missions.Program Manager 2013 – 2017I served as the program manager providing supervisory and liaison support. I proactively monitored and managed operational costs for aviation programs in Afghanistan and Africa in support of the U.S. military and the United Nations. In addition, I supported U.S. Navy fleet operations in the Middle East.✪ I attained 100% of readiness requirements for numerous international contracts for various fixed and rotary-wing aircraft. Multiple projects entailed preparing ten and thirty-day maintenance, supply, and equipment push packages and long-term sustainment capabilities.✪ I accomplished project Burkino Faso in which successfully recovered through de-mobilization all our assets while maintaining a 97% operational readiness until the last day.✪ I achieved an outstanding level of support through the decomposing, and understanding of the statement of work, establishing the objectives of the project concerning food, fuel, parts, personnel, and supplies. Interacted closely with the vendor to provide weekly flights to remote sites.✪ I successfully transferred, via ground and air, 90,000 liters of aviation jet fuel, 20,000 liters of diesel fuel, parts, supplies, food, and personnel to remote African jungle sites, and overcame challenging logistics problems.✪ I proactively applied project management principles, goal setting, and performance expectations to complete four African contracts valued at $250M for the DoD and the United Nations. We successfully scored a 95% operational readiness rate, which was 15% higher than stipulated in the contract.

L-3 Communications, a 64,000 staff large public defense contractor. Vertex Aerospace, a company within L-3 providing tactical and strategic flight and maintenance services to US military branches.I researched and advocated a new business line to the company that was adopted into the business model. The operation received modified aircraft from a sister division within L3 Technologies and subsequently deployed the equipment to Afghanistan and Iraq for international work sites.✪ I successfully deliver a multimillion-dollar contract to a client, spearheaded the formation of a new company and the development of maintenance information software capable of performing real-time information statistics.✪ I collaborated with a contract owner and production facility to establish a $500M business unit. Implemented a new contract, transferred product production activities from a sister company, and revised the employee selection and hiring process to accomplish on-time delivery.✪ I proactively developed and coordinated ten and thirty-day equipment requirements, life support, and maintenance supplies to attain on-time delivery at three international locations to successfully fulfill obligations for a $455M project.✪ I coordinated production line deliveries with sister company, successfully met stringent international staffing demands on certifying employees to perform flight operations to fulfill 54 aircraft for U.S. military aircraft in Afghanistan and Iraq.✪ I secured and successfully performed a $455M DOD program to provide 24/7 operations for nine aircraft in two international locations to perform constant intelligence, surveillance, and reconnaissance.✪ I accomplished outstanding feat of interviewing, selecting, and hiring 600 personnel in three months. Interacted with the H.R. department to outsource part of the overall operation. Researched and implemented various processes to assess, hire, onboard, and train new employees.

A 200-employee provider of specially qualified pilots to the US military flying in remote overseas locations.Aviation Division Manager 2007 – 2009I oversaw world-wide daily operations for key company division, including supervision of five sites with over 100 employees comprised of business development specialists, program/flight operations managers, pilots, and aviation specialists.✪ I developed and instituted standardized Human Resources policies and procedures across the organization, which streamlined the hiring process and enabled the company to hire most qualified employees.✪ I scheduled pilots for international deployments into 39 positions and forecasted operational workforce/resource requirements for future company growth/market expansion, which substantially grew the company and boosted employee morale. This project also established a new template for all future contract negotiations✪ I coordinated with all functional areas to optimize and secure all business-critical aviation division contracts, which saved the company $48K in developmental cost and $2K in monthly storage cost by outlining file automation conditions. New server environments significantly increased cost-effective corporate communication efficiency.

A provider of subject matter experts with technical / programmatic skills to support a military material acquisition process.Senior Analyst 2005 – 2007Reviewed acquisition documents in the US Military Joint Capabilities Integration and Development System.➢ Reduced capability gaps by evaluating future US Army aviation acquisition requirements for a proposed new product to properly allocate taxpayer funds.➢ Prioritized aviation programs to align with the budget by talking with the Deputy Chief of Staff US Army for Programs.

Chief Warrant Officer 5: Provided combat support in multiple combat theaters of war. Commanded the US Army's only warrant officer military development school. Served in the US, Germany, Turkey, Bosnia, Afghanistan, and Iraq.➢ Prepared junior US Army aviators in the demanding and dangerous helicopter flight regime of flying over water, at night, from US Naval vessels with a range of weapons systems for combat naval escort duties.➢ Qualified as a border reconnoiter pilot on the international borders between West Germany and Czechoslovakia.➢ Designed a training program on the difficulties of combat eventually implemented throughout the US Army.
