Campaign Experience (1980 – Present) - Most recently, served as Illinois State Delegate Operations Coordinator for the 2024 and 2020 Biden for President Campaigns and Senior Advisor to the 2020 Illinois Biden-Harris campaign. Experience also includes service on the staffs of numerous federal, state and local campaigns, including three campaigns for U.S. Senator Paul Simon, six presidential campaigns, management of regional field operations in North Side wards for three of Chicago Mayor Richard M. Daley’s re-election campaigns, and as a member of the Illinois Delegation to the 1996, 2000, 2016, 2020, and 2024 Democratic National Conventions.Campaign Manager - Citizens for Lisa Madigan (October, 2005 - December, 2006) Directed all aspects of the 2006 re-election campaign of Illinois’ first woman Attorney General. This included management of 14 staff, polling, paid media, media relations, candidate and surrogate scheduling, fundraising, and field operations. Former Attorney General Madigan’s 72.4 percent in 2006 continues to be the largest statewide winning percentage in an Illinois general election since 1978.

Served in various positions for AT&T Wireless and AT&T, including Central States Regional Director for External Affairs for AT&T Wireless, and AT&T Corporation’s Chief Advocate for the City of Chicago. Responsibilities included leading the 10 contract lobbyists on AT&T Wireless’s state government relations teams in Illinois and eight other states and managing the resolution of numerous government, community, and media relations issues connected with AT&T Wireless’s build-out of its 1,100 cell site network in the Midwest. Served as the company’s chief spokesperson with state and local government officials in the region and as one of four Board members of the AT&T Wireless Political Action Committee.

As NASA’s Senior White House Liaison and Executive Assistant to NASA Administrator Dan Goldin, managed a number of sensitive external and personnel matters on behalf of the Administrator, including playing a key role in settling labor disputes at Kennedy Space Center and NASA facilities in Virginia. Proposed and led NASA’s award-winning “war room” lobbying operation, credited by the Washington Post, Space News, and the Chicago Sun-Times with playing a critical role in preventing termination of the $13 billion International Space Station program in 1994. Appointed to the United States Senior Executive Service by President Clinton in 1995.

Served as the White House Liaison and Special Assistant to the Administrator at the U.S. General Services Administration (GSA) for the first five months of the Clinton Administration and was the principal link between GSA and the Executive Office of the President until a new Administrator was confirmed by the Senate in June of 1993. Responsibilities included interviewing prospective Presidential appointees at GSA and chairing a nationwide task force charged with reviewing all federal construction projects. Served as a senior member of the GSA Working Group advising Vice President Gore’s Reinventing Government initiative.

Served as the City of Chicago’s first Director of State Regulatory Affairs (Mayor’s Office of Intergovernmental Affairs) and as an Assistant Corporation Counsel in the Legal Counsel Division of the Law Department. Designed and managed a new system for monitoring State regulatory proceedings and represented the City’s interests before state agencies and the Illinois General Assembly’s Joint Committee on Administrative Rules. Served on the team charged with implementing Mayor Daley’s reorganization of Chicago’s government and drafted the ordinance creating the City’s Department of the Environment.

Advised Senator Simon and his personal staff on issues with a substantial impact on Illinois, including airport construction, commodity futures exchange regulation, insurance industry issues, and economic development.

Served as Counsel to the Senate Judiciary Committee's Subcommittee on the Constitution and as Minority Counsel to the Subcommittee on Juvenile Justice. Advised Senator Simon on business regulation, antitrust, bankruptcy, interstate compacts, and federal judicial nominations, including four U.S. Supreme Court nominations. Managed the Senate’s consideration of major legislation introduced by Senator Simon on securities regulation, reform of the insurance industry’s antitrust exemption, and a bill granting an antitrust exemption to broadcasters authorizing discussions on ways to limit televised violence, which became law.
