I managed the resource protection program at WPAFB. Duties included; conducting initial/annual surveys of controlled areas and areas containing PL4 resources. I also ensured unit resource protection managers complied with applicable physical security requirements, training requirements and were conducting exercises to test local plans. In addition to resource protection, I also analyzed crime trends on the installation, formulated corrective actions and briefed installation leadership with courses of action to reduce crime on WPAFB.

As the Antiterrorism (AT) Superintendent, I managed the AT program for nine Air Force (AF) installations, four AF plants and three AF Research Laboratories (AFRL). Provided guidance, interpreted DoD and AF policy and enforced directives. I was assigned to the Threat Working Group and advised/briefed the AFMC Vice Commander on courses of action to prevent terrorist operations at AFMC installations, plants and AFRLs. I reviewed 30 plus Department of Defense, Air Force and MAJCOM directives, policies and instructions dealing with AT, Force Protection, Integrated Defense and Emergency Management. Additionally, I wrote the AFMC supplemental guidance to the AF Antiterrorism Instruction.I managed an annual AT budget of $400K per year; justified staff travel, facilitated the distribution of funds to installations to correct and/or mitigate vulnerabilities, and coordinated DoD training for Installation Antiterrorism Officers (ATOs).I conducted 10 AT Program Review and Staff Assistance Visits assisting the installation commander with improvements to their AT Program, identified shortfalls and vulnerabilities utilizing Defense Threat Reduction Agency Benchmarks, AF Benchmarks and Unit Compliance Checklists and briefed the installation commander(s) on courses of action to correct deficiencies.I was the Automated Data Processing Equipment (ADPE) custodian and accounted for and managed computer equipment account for $40K in HQ AFMC resources. Additionally, I completed an $11K computer refresh for HQ AFMC/A7S.

As Flight Chief, I supervised a flight of 80 personnel, completed duty rosters, wrote performance reports, and managed training program. My flight was responsible for the protection of $2B in strategic assets, 5,000 multi-national personnel in the only high threat area in Europe. During three catastrophic alarm failures, I directed a 50 member response force which cleared and secured multiple protective aircraft shelters and ensured the protection of resources vital to national security. I responded to numerous alcohol related incidents, detained, questioned and processed personnel through the military legal system. Provided medical assistance to an individual with alcohol poisoning and prevented possible loss of life. I conducted unit self inspections, ensured compliance with regulations and laws, noted discrepancies and developed corrective actions to assist the section supervisor correct deviations. Organized and carried out security for High Risk Personnel, aircraft security, performed law enforcement duties and conducted convoy operations for nuclear assets.

Oversaw inspections of 300 plus Air Force, Navy, Contract Security personnel on duty performance, job knowledge and use of deadly force. Guided the revision of new quality control test for seven Security Forces duty positions. Test bank was comprised of 500 plus questions and included a new weapons test and brought quality control test bank into compliance with rewritten Air Force Instructions and state laws. I was responsible for briefing the Unit Commander and Security Forces Manager on all inspection items, trend analysis for high missed questions and recommended courses of actions for quality control failures. Selected to augment the Air Force Materiel Command Inspector Generals team evaluate the Operational Readiness of Robins AFB Security Forces Unit. Conducted exercises, questioned personnel and wrote evaluation report. Led 77 member Security Forces team into Al Udeid Air Base and provided protection to 6K coalition forces personnel and $10B of wartime assets. Led sexual assault investigation, interviewed witnesses, apprehended, interrogated and ensured swift actions was taken against suspect. Coordinated Distinguished Visitor visit for MAJCOM Functional leadership. Visit highlighted installation and unit projects and upgrades. Lead Installation Exercise Evaluation Team member and trusted agent. Developed exercise scenarios and ensured required annual training/exercises were conducted for Tinker AFB. I evaluated Security Forces response during high risk situations and major accidents and disasters. Led 10 member improvement team develop quick reaction checklist for Security Dispatchers. New checklist enabled quicker response and notifications for first responders.

Managed disposition and accountability of incident/crime reports, motor vehicle traffic citations and Security Forces Blotters. Briefed Wing and Mission Support Group Commanders on installation crime trend analysis and recommended courses of action to prevent crime on the installation. Served as liaison for Dept of Justice, Dept of Transportation, federal state and local law enforcement/prosecutors and assisted with the sharing information between departments. Recommended courses of action to installation commander on Base Revocation, Driving Suspension and juvenile case disposition. Responsible for Freedom of Information Act (FOIA) request and background investigations.Recognized during the 2006 Unit Compliance Inspection as "Outstanding Team" and led the unit to an "Excellent" rating.

Directed daily law enforcement and security operations for the largest air logistics center in the Air Force. Provided protection to a base populace of 21.5K personnel and $15.4B worth of Air Force assets. Supervised and managed 110 Air Force, Navy and Army National Guard personnel. Oversaw criminal and traffic investigations, secured crime scenes and ensured evidence was properly collected and accounted for. Provided command and control for an emotionally unstable individual who threatened murder and suicide by cop. Worked with state and local law enforcement, guided patrols and ensured the successful arrest of the suspect. Organized Standard Field Sobriety Test course which led to 18 members from the Security Forces unit obtain the training needed to prevent intoxicated drivers from entering the installation. Coordinated security for 200 aircraft missions in support of Operation Iraqi Freedom which resulted in zero casualties and tons of equipment and supplies reaching Airmen, Soldiers and Marines on the front lines. Responded to and provided command and control to aircraft crash. Actions resulted in zero casualties on the ground and letter of appreciation from the Safety Investigation Board. Earned Oklahoma certification on the Intoxilyzer 5000 and provided on-call response to intoxicated drivers and processed them through the military and civilian legal system. Provided aircraft and convoy security for the Vice President of the United States during his visit for the 10 year anniversary of the bombing of the Alfred P. Murrah Building. Trained assigned Military Working Dog on aggression, basic obedience, and detection proficiency. Conducted canine searches of inbound vehicles to the installation, bomb threats, and unattended packages.Conducted 30 canine demonstrations for DARE students, ROTC and other youth groups visiting Tinker AFB. Assisted US Customs with canine searches of inbound aircraft from overseas locations.

Honduras

Utilized Military Working Dog to support Air Force, Army, Marine personnel and $155M in DoD resources. Supported US engagement strategy in a seven country Central American geographic assigned area during counter drug, non-combat evacuation, medical, civil engeering, disaster, and humanitarian operations. Conducted patrol and explosive detection training for six canines, documented Military Working Dog training records and cared for canines and ensured kennel section maintained a 95% detection rate for all assigned canine detection teams. Conducted 10 dog demonstrations and informed local nationals and base populace on the capabilities of the Military Working Dog. Responded to suspicious packages, evacuated personnel and conducted explosive detection sweeps ensured the area was safe for the base populace prior to reentry. Trained to worked with and handle nine types of explosives and six types of narcotics. Performed security detail for the Ambassador of Honduras visit to the installation and responded to his aircraft when it crashed on the runway upon his arrival.
