Provided strategic leadership for, and day-to-day management of, FDA’s efforts in China. Established FDA’s first-ever overseas office in 2008. Led expansion efforts to triple FDA’s footprint in China to a staff team of 35— a complex political and diplomatic effort that included three years of high-level engagement with the National Security Council, Office of the Vice President, U.S. Congress, and senior Chinese Government leadership. Led FDA’s engagement with relevant food and drug regulators. Conducted outreach and communication with relevant industry and other stakeholders, and managed a technical team engaged in capacity building for Chinese regulators and inspections of FDA-regulated firms. Served as key policy advisor to U.S. Government officials regarding the safety of products exported to the United States, and on the current state of China’s regulatory system. Worked with FDA legal, regulatory authorities in groundbreaking areas that help to establish FDA legal and regulatory policy in the context of rapid ongoing globalization. Served as senior FDA media spokesperson on issues pertaining to food, drug, and medical device safety in China.

Advised top HHS officials on U.S. Government international health and social policy related to countries in Asia-Pacific region, and on regional affairs; represented HHS in U.S. Government interagency negotiations related to Asia-Pacific; represented HHS in bilateral and multilateral contexts; and staffed senior Department officials on international trips to the Asia-Pacific region, and for visits of senior officials from Asia-Pacific region to Washington. Provided strategic leadership for HHS engagement in Asia-Pacific, with particular focus on China, India, Vietnam, Indonesia, Thailand, Singapore, Japan, Australia, and Afghanistan. Worked directly with HHS Chief of Staff and with FDA senior officials and technical experts to conceptualize, negotiate and finalize two binding agreements under the Strategic Economic Dialogue with the People’s Republic of China— one on the safety of food and feed, and another on the safety of drugs and medical devices. Oversaw initiative to reduce maternal and neonatal mortality in Kabul, Afghanistan.

Desk officer for HHS multilateral affairs for pandemic and emergency preparedness policy, human rights and disability rights, and foreign affairs strategic planning. Provided expertise in policy formation, negotiation strategy and tactics, strategic planning, evaluation, and performance monitoring to support the mission of HHS and its constituent operating divisions. Represented HHS in key multilateral negotiations, including the UN Convention on the Rights of Persons with Disabilities, WHO International Health Regulations, and World Health Assembly. Led HHS staff efforts on Project Horizon, a groundbreaking effort to reshape USG long-term interagency strategic foreign policy planning.
