In my current job, I am responsible for overseeing engineering, construction, pre-commissioning, and commissioning activities across all disciplines and project limits while working as Interface Manager for OQ8 Duqm Refinery. I am accountable for streamlining direct multiple projects, such as Ras Markaz crude oil storage facility, 84km Crude oil pipeline to Duqm refinery, Refined product pipelines from Duqm refinery, and Duqm storage and export terminal through strategic planning and processing.My key attainments for this job are here.• Ensured design integrity and construction completeness and finalized testing and commissioning while adhering to all relevant battery limits and agreed interface points.• Promoted multi-disciplinary interactions within Civil, Mechanical, Piping, Process, Electrical, Instrumentation, telecoms, and HSE.• Secured necessary approvals and met environmental, security, and Civil defense requirements for all project aspects by coordinating stakeholder relationships across six engineering, procurement, and construction (EPC) projects and government agencies.• Played key role in project management, contract, engineering management, project risk analysis, and reviews, safety inspections and reviews, Construction management and procedural reviews, change order, and budget actions.• Collaborated with various stakeholders across six engineering, procurement, and construction (EPC) projects to ensure all relevant approvals were obtained from government authorities, as well as utility connection authorities.

In this role, I was a critical engineering member of the in-house project management technical team at OQ8 Duqm Refinery. Furthermore, I collaborated with leading engineering consultants to examine and approve intricate designs for civil and structural elements of all topside works associated with Duqm Refinery offsite project. In addition to this, I managed a crude oil pipeline consisting of 84kM of 28" Día pipe, a Block valve station at mid-station, a Cross-over station, a Pig launcher and receiving areas at each end of the pipeline, and all associated ancillary systems.My notable contributions to this job are here. • Successfully expanded project scope to include Ras Markaz Crude Oil import and storage facility and Crude oil delivery pipeline.• Supervised works consisting of 8No double-decked floating roofed Crude oil storage tanks with a gross capacity of 5.21Mbbl, export pumps, tank stripping and dewatering pumps, evaporation ponds, substations, instrumentation building, hazardous material storage shelter, all relevant structural elements, drainage systems, roads, and fencing.• Managed crude oil pipeline consisting of 84kM of 28" Día pipe, Block valve station at mid-station, Cross-over station, Pig launcher and receiving areas at each end of the pipeline, and all associated ancillary systems.

In this role, I was employed as an engineer in the in-house project management technical team (IPMT) at OQ8 Duqm Refinery. Furthermore, I communicated with leading engineering consultants to examine and approve intricate designs for marine, civil, and structural components of the marine works associated with the Port of Duqm hydrocarbon export facility awarded as an EPC contract.My key realizations for this job are here.• Completed tender evaluation and technical bid review, award modifications, and contract updates.• Regulated detailed design requirements of marine projects such as design reviews, document acceptance, construction methods, and safety and environmental protocols by engaging with top-tier engineering firms.• Contributed to a project management role as a client representative during the completion of the marine construction phase of the project.

In this job, I was responsible for overseeing front-end engineering design (FEED) for marine and top-side components of a new Hydrocarbon export terminal at the Port of Duqm, Oman. I was instrumental in coordinating with a renowned Engineering Consultant to complete the FEED package for a new Marine facility and the top side for a Hydrocarbon export facility.My crucial achievements for this job are here.• Marine works included 4 million m3 of reclamation behind the existing Lee breakwater to create an area of 85 Ha, dredging of 23 million M3 of sand and mud rock to create a new basin to -18m CD, construction of a 1000m long Concrete block gravity quay wall to -18mCD and two double-sided finger jetties to accommodate up to Suez max sized tankers.• Topside works consisted of 18 No tanks of varying size and configuration to store 581,000 M3 of Diesel, jet A1 and naphtha products, Export pumps and jetty systems for the export of Diesel, jet A1, naphtha PLPG and HFSO products, bulk handling and storage facilities for 90,000 tonnes of Pet coke and 60,000 tonnes of Sulphur products, various buildings including administration, guardhouse, workshops and warehousing and substations, all relevant structural elements, drainage systems, roads, and fencing.• Developed and completed concept reviews, all significant studies, outline design and specifications, project documentation, and scope of work.

I implemented technical operations within an Integrated Facility Management (IFM) contract for Carillion FM services in Oman by Petroleum Development Oman (PDO). I orchestrated the mobilization and management of both planned and reactive technical services for eight interior sites, including both residential and industrial. Mobilised to execute a high-profile port expansion project positioning it to become one of the leading ports in the world, A major container terminal expansion including the addition of 1200m of quay wall and associated container storage area and handling equipment, dredging of a second basin, and turning circle and modifications to the approach channel to cater for large container vessels. On completion the project would add a throughput capacity of approx. 2.4 million TEU annually to an already impressive volume of 4.0 million TEU annually. • Achieved using APMT’s project implementation directives and PMI PMBOK methodology the increase in berths, breakwaters and approach channel finalising project approval, budget approval, project charter and requirement documentation and ultimately the tender process and award for skilled international consultants to undertake the design and supervision work to international standards.• Established productive contract reviews with government representatives, lawyers, and company stakeholders to ensure correct contract terms and a balanced risk to the projects being completed but also in a time effective manner ensuring timeline expectations were maintained.• Spearheaded ground-breaking wave modelling study using specialist consultants and DHI, Denmark to ensure completion of the port side master plan considering the effect of long wave issues within the port during the annual monsoon.• Forged effective working partnerships to communicate between the government, port departments, consultants, and contractors to ensure the work was completed successfully to time, quality, and budget standards.

Facilitated port development, Total FM and maintenance activities of the operational infrastructure for the Port of Salalah, comprising a general cargo terminal and a newly constructed container terminal with a quay wall of 1200m in length and an annual turnover of 2.4 million TEU per annum increasing to 4.0 million TEU per annum after completion of a major port expansion project which included a new breakwater, dredging to the approach channel and new turning circle and the addition of a further 800m of container quay wall with a depth of 18m. • Executed successfully complex infrastructure projects which included breakwaters, dredging, container, bulk and general cargo berths and yards, accommodation blocks for port employees, a fuel oil tank farm for vessel bunkering, the re-facing of 300m of quay wall, upgrade of fendering systems, retrofit of crane rail system for new port handling equipment, installation of additional reefer racks, and construction of additional warehousing to meet the growing requirements of the port. • Directed an internal team of engineers involved in port planning, project design, tendering and supervision activities.• Organised and operated total FM services for the entire port area which included operations buildings, workshops, engineering facilities, training centres, administration and leased offices, and employee accommodation, maintenance and repair of civil infrastructure which comprised breakwaters, quay walls, paving, buildings, bollards, fender systems and roads.• Recruited, led, and motivated a team in technical engineering roles performing Mechanical, electrical, instrumentation and civil, maintenance activities on both a reactive and planned basis to meet the needs of the port and its clients.• Planned, specified, tendered, and verified the operation of cleaning, catering, and landscaping contracts for the complete port development area including camp facilities housing 500 + individuals.
