Mr. Irby has several years of experience representing both large companies and governmental interests before the Colorado Public Utilities Commission (PUC). Mr. Irby came to Xcel after approx. five years of government service as an Assistant Attorney General, representing the Colorado Office of Consumer Counsel, and approx. three years as an Associate Attorney with Davis, Graham and Stubbs LLP. His wide array of electric and gas regulatory experience in both the private and public sectors includes in part: gas and electric company phase I and phase II rate-making; renewable energy standard compliance planning; electric resource planning; certificates of convenience and necessity for resource procurement; mergers and acquisitions of utility properties; electric transmission and gas transportation issues; and a wide variety of administrative rulemaking issues.
