Mr. Lefebvre, a Service-Disabled Veteran, directs the strategic and operational positioning of the company and is responsible for all aspects of ISI’s management including marketing, human resources, finances, customer development, and quality assurance. Mr. Lefebvre not only oversees business operations but also sets the tone, philosophy and long-term strategy for ISI. Mr. Lefebvre currently manages over 50 professionals supporting federal agencies with program and project management, professional and administrative support services, logistics and facility service support and real estate consultation services. Mr. Lefebvre is the majority stock holder and Chairman of the Board of Directors.Mr. Lefebvre’s military decorations include the Joint-Service Commendation Medal, Navy Commendation Medal with Bronze Star (in lieu of second award) and Navy and Marine Corps Achievement Medal, Combat Action Ribbon, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, and Global War on Terrorism Service Medal.Mr. Lefebvre earned his MBA at the Robert H. Smith School of Business, University of Maryland and his BA in Government from Campbell University.

Mr. Lefebvre served as a project manager in ISI’s Real Estate Transaction Group. ISI is under contract to the Office of Construction & Facilities Management to perform Lease Acquisition and Construction Management Services for the Department of Veterans Affairs. The Real Estate Transaction Group has been working on projects consisting of over two million square feet of facilities that include Community Based Outpatient Clinics (CBOCs), Consolidated Mail Operations Pharmacy (CMOPs), Consolidated Patient Account Center’s (CPACs), general office space, homeless shelters and parking spaces for the Department Veterans Affairs. Since his arrival in February 2009, his duties included leading market research and surveys for potential build-to-suit and pre-existing real estate acquisitions, generating requests for proposals, directing evaluation of offers from potential Lessors, leading negotiations and the preparation of leasing documents.

Company Executive Officer/Transportation Officer (2006-2008)Managed an organization comprised of 13 sub-sections consisting of over 380 personnel. Transformed procedures and analyzed the procurement, allocation and disposition of all assets, ensuring efficiency, customer satisfaction and compliance with existing policies including city, state and federal laws. Effectively managed two annual budgets exceeding $480,000 and served as the Contracting Officer’s Representative (COR). As the transportation officer, employed, maintained, and accounted for 50 vehicles valued at more than $4M, having planned and supervised over 4,000 missions spanning 500,000 miles. He was also selected as the Parade Adjutant for the Sunset and Evening Parades as well as a Social Aide at the White House.Company Executive Officer/Operations Officer (2004 – 2006) *Operation Iraqi Freedom (2 deployments)Managed more than 250 personnel, oversaw readiness, resolved maintenance issues, and managed the employment of over 450 transportation assets valued at over $40M. Effectively planned and executed more than 452 combat patrols spanning 1.5M miles, delivering over 3.5K tons of cargo, consisting of 3,000 passengers and over 9,000 vehicles. Provided innovative procedural quality control improvements which increased readiness from 85% to 95%, and reduced breakdowns from up to 3 per day down to 2-3 per month.Transportation Officer / Logistics Operations Battle Captain (2002-2004) *Operation Enduring FreedomSupervised the training and operational management of over 30 personnel. Progressed through several senior positions to Logistic Operations Battle Captain for a multi-national combat organization. Developed and coordinated supply, logistics and maintenance actions, policies, and procedures to isolate shortfalls and quickly project forces and sustainment throughout Afghanistan.
