POLICY AND PROCEDURES: Applies Human Resources regulations, laws, and policies by analyzing qualifications and requirements for employee positions outlined by the Office of Personnel Management (OPM) and the Guide to Processing Personnel Actions (GPPA). Researches and applies the Code of Federal Regulations (CFR) in all aspects of staffing in Human Resources at DFAS. Utilizes Department of Defense systems such as Automated Stopper and Referral System (ASARS) and the Priority Placement Program (PPP) Handbook to ensure the policies and procedures for the DoD Priority Placement Program are met.INFORMATION SYSTEMS: Utilizes HR Information Systems such as the Defense Civilian Personnel Data System (DCPDS), RPA Builder, HR Application Portal (Datacube/Pay Setting Tracker/Form 114), and Electronic Personnel File (eOPF) to support data management and processing Request for Personnel Actions (RPAs) until completion.CUSTOMER SERVICE: Provides superb advisory service and employee relations skills measured by identifying potential problems and personal improvement approaches on feedbacks received. Collaborates with other departments within DFAS such as Classification, Security Personnel Office, Benefits, and Information Technology to ensure efficiency and timeliness of all personnel actions. Responds to routine complex questions on procedures for filing applications for reinstatement, benefits, classifications, security, transfer, position management, and merit promotion vacancies. Advises management, employees, and customers on federal job qualification placements and updates all pertaining parties on action status. Rectifies abrupt clerical complications based on knowledge of staff practices, engagements, deadlines, and unit preferences. Determines the area of consideration according to customer requests, Merit Promotion Plan eligibilities, and Direct Hire Authority guidelines.
