Downing Reservoir remediation and reconstruction (Denver Federal Center, Colorado):A 4.5-acre historic landfill and industrial wastewater site was remediated of friable and non-friable asbestos, heavy metals, dioxins, and SVOCs & VOCs and transformed into a lined 9-acre reservoir designed to retain local stormwater flooding and water rights held by the General Services Administration.As a Staff Environmental Engineer for this project, I was responsible for design and operation of in-situ contaminated groundwater treatment and discharge into federal and state regulated bodies of water (Clean Water Act, NPDES, and Colorado Water Quality Control Commission 5 CCR 1002, GSA SOPs), ex-situ contaminated soil and bulk asbestos removal removal (RCRA, Colorado Solid and Hazardous Waste Comission 6 CCR 1007, GSA SOPs), and heavy civil and water resources construction.
