- Served as an evaluator for the procurement and award of a 9.1M information technology system to support the State of Wisconsin's IRIS program that provides care to over 12,000 Wisconsin residents. - Served as the IRIS program subject matter expert on employment and implemented the Governor's Initiative, "The Bluebrint for Success, A Better Bottom Line" through the development and implementation of innovative program policy supported by research, data and analysis. - Managed all data and analytics for the DHS' IRIS program which has a current enrollment of 12,000 participants accounting for $260M in expenditures for 2015. The IRIS program serves Medicaid individuals who are eligible for Long Term Care services paid for by the State. The IRIS program is unique in that individuals have a budget based on their needs and are to purchase services at their own authority as well as hire their own workers pending certification. IRIS program participants also employ over 15,000 participant-hired caregivers.- Developed a statewide transition plan to manage the IRIS program's 5 year compliance with a new Federal Rule governing all 1915c Home and Community Based Waiver Program (e.g. IRIS).- Wrote the 3 year IRIS Program Evidence Based Report or IPG to maintain waiver compiance with the Federal Center for Medicaid and Medicare Services. - Produced reports and analyses for the State of Wisconsin Joint Committee on Finance.- Wrote official program policy based on federal and state statutes and requirements of a HCBS Federal waiver. Policies were reviewed and approved by all levels of managment within DHS including DHS Legal Counsel and the Secretary's Office.- Worked across Departments by collaborating with the Department of Workforce Development's Division of Vocational Rehabilitation.
