External Relations duties included planning, execution, and oversight of the government relations plan at state and federal levels in support of policies, legislation, regulatory rules, and budgetary needs of the academic, patient care, and research missions of LSU Health-NO. Payer Relations duties included daily management of operational activities, including strategy development, negotiation, claims resolution, contractual compliance, network enrollment and oversight of managed care and delegated credentialing contracts for 800 physicians, nursing, allied health and dental providers comprising the LSU Healthcare Network. Accomplishments Worked with consortium of hospitals to obtain state operational funding for over $70M in resident training and professional services Won approval from the state legislature for 5 major capital budget projects totaling $80M Worked closely with LA congressional delegation and FEMA on funding for post-Katrina capital projects totaling $275M Increased LSU Health Medicaid physician and dental supplemental payments by $10M Coordinated passage of licensure of genetic counselors and mandated coverage of TMJ by payers  Created a model managed care agreement and a financial modeling program  Led negotiations for the LSU System with the Louisiana Medicaid Managed Care Organizations  Renegotiated commercial contracts to increase reimbursement by 25%  Led efforts to form clinically integrated networks with partnership hospitals and negotiated value-based contracting contracts with payers

 Conducted research and drafted policy position papers on issues impacting hospitals. Represented LHA by lobbying the state legislature on commercial insurance and workers’ compensation, quality, and rural hospital issues. Tracked, analyzed, and summarized federal and state legislation and regulations and communicated findings to LHA leadership.  Served on the Provider Advisory Task Force to secure passage of the Prompt Payment and Balanced Billing Acts. Led negotiations for the Louisiana Healthcare Consumer’s Right to Know Act and spearheaded the creation of a website (LAHealthinform.org) promoting hospital transparency in pricing and quality. Developed and updated the Managed Care Toolkit with laws, regulations, and model language.
