Managed business incentive programs including, but not limited to the following: Enterprise Zones, Uptown Historic Districts (Federal & State Historic Tax Credits), and city real estate rehabilitation abatements. Coordinated & assisted the development of various public - private partnership projects including two new business parks, a shell building initiative, a small business incubator, etc. Directed updates to the City Comprehensive Plan, Zoning, Subdivision, Property Maintenance, and Telecommunication ordinances.

Served as Zoning Administrator, Subdivision Agent, and Staff Planner to the Town Council, Planning Commission, and Board of Zoning Appeals. Secured and administered various revitalization projects including the designation of a Virginia Enterprise Zone, Main Street Program, and the redevelopment of the Central Business District, including a new Farmer's Market and Visitor's Center.

Coordinated Town Revitalization efforts including public parks, CBD, and entry corridor infrastructure improvements. Managed public information communications & programs, including publication of the annual budget and monthly citizen newsletters. Assisted drafting Town-County Annexation Plan.
