CurrentIndependently witnesses, monitors, and inspects the drilling, production, safety, andpollution control operations of lessees of the State in order to ensure lease provisions andstate and federal regulations are adhered to. Inspect safety equipment, such as, Lower Explosive Limit (LEL), Surface Safety Valves (SSVs), Subsurface Safety Valves (SSSVs), Flow Safety Valves (FSVs). Inspect spill response, fire control and other emergency life safety equipment. Monitor oil, gas, orgeothermal operations to ensure safe work practices. Witness hydrostatic testing and smartpigging of production lines coming to shore. Inspect for hazards on platform, well locations,and potential problems. Inspect for corrosion on the platform for safety and pollution controlissues. Inspect production lines coming to shore or production lines associated with Stateleases. Inspect for pollution on beaches, levees, and facilities associated with State leases.Inspect facilities for problems in piping and hazards. Inspect for evidence of hydrocarbon discharge on lease premises and on navigable rivers or ocean. Inspect on progress of rig or work-over operations associated with State leases for depth, mud weight and viscosity, etc. Investigate and report on pollution incidents. Pull tickets from LACT and collect run sample to determine production or salesvolume. Calculate hydrocarbon and geothermal volumes to verify run ticket productionvolumes. Monitor, calculate, or check daily hydrocarbon or geothermal production foraccuracy. Use strapping sheets/chart to determine accurate measurements for volume offluid in tank for compliance with State law standards and lease terms. Use petroleummeasurement tables to correct gravity and volume to 60 degrees. . Perform laboratorytesting of crude oil samples for cut and gravity. Read hydrometers, thermometers, andcentrifuge tubes to ensure accuracy of production measurement. Witness Lease AutomaticCustody Transfer unit (LACT) transfers and proves.
