Dr. Kelly serves as the Director of Federal Programs with Hampton City Schools. The role consists of providing leadership and oversight for the planning and development of Federal Programs under the Elementary and Secondary Education Act (ESEA). As the director, his responsibilities include ensuring that federal grants related to supplemental instruction, instructional improvement, professional development, and educational innovation are in compliance and utilized effectively. He is responsible for providing oversight of assessments and academic research for the school division as well as providing timely in-depth analyses and reporting on local, state, and federal accountability. Previously Dr. Kelly had served as the Education Coordinator for the Office of Program Administration and Accountability at the Virginia Department of Education (VDOE) where served as Ombudsman for equitable services, supported Title II, Blue Ribbon Schools, and Teacher Loan Forgiveness. He has also been a teacher and assistant principal and joined the Department from the Hampton City Public Schools where he served as the Title I coordinator of accountability.

I served as the Education Coordinator for the Office of Program Administration and Accountability at the Virginia Department of Education(VDOE). My responsibilities included research, analysis, and reporting on federal grant requirements, including trends on national policy developments. I also provided complex professional, technical, and analytical responses for the Department on areas related to the Elementary and Secondary Education Act of 1965 (ESEA) programs; specifically providing feedback and input on developing and implementing ESEA flexibility provisions. I prepared updates to the Department on accountability and guidance documents and Board of Education items. As well as providing feedback on specific guidance documents and contributes to the accountability documents related to ESEA. I served as the lead planner and organizer of the federal technical assistance conferences for the State. Also served as a point of contact for the Title III, Part A, Language Instruction for Limited English Proficient and Immigrant Students. My responsibilities include approving Title III applications, amendments, and budget transfers. I also provided technical assistance and highly complex, technical, and analytical responses to inquiries related to Title III, Part A programs, and provided guidance and technical assistance to School Divisions in Title III improvement.

Served as the Title I Coordinator of Accountability with Hampton City Schools. My role consisted of developing systems for program analysis, fiduciary oversight, monitoring and reporting on schools’ performance, developing innovative programs to support student learning, and planning and development of Title I Part A Grant, and 1003a & 1003g School Improvement Grants. The position utilized many of my abilities and skills to assist schools, curriculum, and district leadership in addressing student achievement. I trained, consulted with, and coached principals, instructional leaders, and teachers on best practices while working closely with various departments to support schools.
