I lead the global investigative strategy and operations of 7 divisions, a team of executives, and over 2,300 personnel in 41 countries. My leadership and strategic planning drive all aspects of intellectual property protection, insider threat actions, criminal investigations, and counterterrorism initiatives. Key focus areas include security programs, policies, risk management, and interagency relationships.❏ To improve employee safety and security, I gained funding, deployed training and new equipment, and created a post-incident support team.❏ Supporting the protection of technologies shared with Australia, I coordinated the build of a technology security plan, as part of a 3-country partnership.❏ Revitalizing insider threat investigations, I guided the build of an NCIS National Security Strategic Plan, including training, goals, and labor realignment.❏ I centralized counterintelligence operations to enhance communication, compliance with federal mandates, and cost savings.❏ By redesigning the investigations program, I increased insider threat actions 13%.❏ More than doubling cyber and technology support activities with minimal team growth, I partnered to integrate the teams and generate innovative activities, including the identification of NCIS as the national lead agency for a key cyber threat actor and NCIS speaking engagements at cyber tech conferences.❏ I positioned the team and operations to implement a Congressional mandate to investigate alleged sexual harassment in the military and led DON/DoD collaboration.❏ Delivering NCIS operational excellence, as decided in a Congressionally-mandated review, I drove a culture transformation with best practices, leadership training, and a new Chief Wellbeing Officer role.❏ Amid senior field office leaders’ labor concerns, I shifted the focus to investigations and operations, guiding an executive team assessment and enacting a system for prioritizing activities, balancing risk with resourcing realities.

Governing all DON National Security activities, I worked with senior leaders within NSC, FBI, IC, DoD, and other organizations to orchestrate investigations, proactive cybersecurity operations, R&D acquisition protection, and workforce security. I oversaw a workforce of more than 700 people internationally.❏ As the foundation for addressing domestic violent extremism, sometimes associated with Jan 6, 2021, I steered NCIS participation in working groups to develop policies and procedures while complying with civil rights, laws, and regulations. I expanded our military and DON Insider Threat Hub support and presented to the House Armed Services Committee.❏ I bolstered the DON defense against intelligence and terrorism threats by executing a national security strategy to identify and communicate priorities, strengthen accountability, and roll out new training.❏ Overcoming budgetary constraints, I forged a long-term workforce transition plan and technology solutions and prioritized tech support with the NCIS IT team, Assistant Secretary of the Navy Research Development and Acquisition, and Under Secretary of Defense for Intelligence and Security.

Directing a 139-member field office team, distributed around the world, I guided espionage investigations, surveillance, and traditional and virtual offensive counterintelligence (CI) operations, coordinating with FBI and intelligence community (IC) counterparts worldwide. ❏ I established virtual CI operational capabilities, secured funding, and expanded an existing virtual operations platform. I led the creation and execution of a CI growth strategy, processes, and communication with customers. ❏ Generating 7 new internal cross-functional activities and 9 collaborative opportunities with external partners, I advanced field office impact and increased team diversity, inclusion, trust, and collaboration.❏ I enhanced our relationship with a key strategic partner, ensuring platform continuity and stability for virtual counterterrorism operations.❏ Expanding CI operations, I spearheaded the establishment of a future-focused CI operations facility in under a year, administering Congressional funding.❏ To facilitate operational continuity for air surveillance, I oversaw the replacement of outdated aircraft, balancing costs and value.

My efforts led to enhanced air operations, positive force protection efforts and impacted criminal and counterintelligence investigations and operations.
