I am fully responsible for the leadership of around 140 staff (Police Officers, professionals, administrators and volunteers) delivering the full range of law enforcement services to a large combined urban and rural area with more than 90,000 residents. In this demanding, strategic role combining political and operational management elements, my achievements have included: Maintaining high morale during challenging times, improving performance through a very visible, engaged style of management, in a unit used to a rapid turnover of leaders. Project managing a service redesign, moving from three police stations to just one supported by four satellite offices in public buildings, managing HR and facilities issues resulting from this change. Improving performance management by the setting, communication, and measurement against key performance indicators for all staff, consistently applied. Never exceeding the unit’s budget in any year I have been in charge, and raising additional revenue through collecting and selling confiscated materials, and working with an independent contractor to combat counterfeiting at the Download Festival. Giving strategic and tactical advice for the Leicestershire Police County Change Board. Reducing crime by 46% at the Download Festival through the design and implementation of a four year policing plan. Cutting reported crime across North West Leicestershire by 32% since 2007. Creating a recognised role for the unit as a true partner in the development of the area, building close relationships with local elected officials, the local authority’s Chief Executive, the Fire and Rescue Service, and the local press and broadcast media.

In this role I was responsible for one of the shifts (around 80 officers plus other staff) which together provided 24/7 policing from 5 stations, including coping with issues posed by the night time economy. My achievements included: Winning substantive promotion to Inspector during my first year. Maintaining team morale and focus through personal example during the aftermath of a major national television documentary which was highly critical of Leicestershire Constabulary. Building the capacity of my teams to deliver excellent results in often very demanding scenarios, including public order situations, giving them trust and autonomy but never abdicating responsibility. Rapidly building a relationship with, and an understanding of, the strengths of new shifts with a rapid turnover of members. Redesigning the key “Saturday Night Team” to improve standards of evidence collection, the management of custody suites and the overall morale of officers on this demanding duty.

I managed a team designing and delivering a very wide range of post-probationary training courses. Having been educated by Canterbury University to the professional Certificate in Education (Cert. Ed.) standard, my achievements included: Training around 200 Police Officers a year through a very wide range of courses including interview and investigation skills, detention and vulnerable witness handling. Designing from scratch and then delivering the Force’s own CID course, allowing Leicestershire Constabulary to take this training in-house, with cost and quality benefits. Changing the Force’s culture through a new custody course, starting by breaking the existing assumptions of students and then instilling more effective and appropriate practices. Delivering courses on sensitive policing issues, such as the questioning of rape victims and the impact on detention of the Police and Criminal Evidence Act.
