About Christopher Stacey

I am an established charity leader and advocate with expertise in criminal justice, human rights and social inclusion. I have a track record of developing the work and impact of charities. I am able to confidently communicate with individuals and organisations at all levels, including with Ministers and senior officials. I have represented organisations at the highest level - chairing forums, contributing to events and public speaking. I have significant media experience, providing quotes for printed press and participating in TV and radio interviews. My aim is to achieve positive and long-lasting social change. I am dedicated to achieving changes in policies and practices that disadvantage socially-excluded groups through innovation, action and persuasion, ensuring that people with lived experience are at the heart.I joined Prisoners Abroad as its new Chief Executive in May 2023.Prior to joining Prisoners Abroad, I was Director of Support and Development at Clinks between February 2021 and May 2023, acting as Co-Chief Executive between June and September 2021. I led Clinks' work to provide effective support to voluntary organisations working in criminal justice. I oversaw Clinks' membership, events, area-based support and thematic networks for organisations working in specific ways and with specific groups of people. I am passionate about the role the voluntary sector in both supporting and advocating for people involved in the criminal justice system and their families.Prior to joining Clinks, I was co-director of Unlock, a national charity for people with criminal records, for 8 years. Joining Unlock in 2008, I led the development of the charity’s award-winning services for people with convictions, including a national helpline, online information hub and disclosure calculator. I developed and led a number of areas of advocacy and policy initiatives that achieved systemic change through reforms to legislation and changes in policy and practice. I was a media spokesperson and sat on a number of national forums including being a member of an advisory group advising the Home Secretary on the disclosure of criminal records. I have worked in the voluntary sector since 2008. I have an LLB Law degree from the University of Hull and an LLM in Criminal Law and Criminal Justice from the University of Leeds.Outside of work, I am a trustee of YMCA Lincolnshire. I enjoy spending time with my young family and I can often be found running or cycling somewhere in the Lincolnshire countryside.

    Christopher Stacey, Director of Unlock (a charity for people with convictions), has put forward the proposal as part of a series of recommendations he’s made as a result of research carried out with the support of a Winston Churchill Memorial Trust Fellowship.I was awarded the Fellowship to research into the way that criminal records are used in other countries. As part of the research, I visited France, Spain and Sweden, where I looked at how the countries deal with criminal records, particularly in disclosing them for employment purposes. In Rehabilitation & Desistance vs Disclosure, I report on two main areas for each countries – who has access to criminal records and how they’re used, and what systems the country has in place to protect or expunge records to minimise the collateral consequences of a criminal record.
