Mark teaches graduate-level courses in the online Master of Science in Emergency Management program, including mitigation and recovery, human and social vulnerability to disasters, and climate change for emergency managers. The program prepares future emergency managers for the technical, legal, social, and political challenges arising from the interactions between hazards and development. Mark also supports building safety research and advocacy through the Regenhard Center for Emergency Response Studies (RaCERS). RaCERS develops integrated, comprehensive approaches to large-scale disasters by studying the first-hand experiences of front-line emergency service workers. Established in 2008 with federal funding secured by the New York congressional delegation, the RaCERS named for FDNY probationary firefighter Christian Regenhard, who was killed at the World Trade Center on September 11, 2001. The Center serves as a research repository and information clearinghouse for the study of emergency responses to disasters such as the attacks on the World Trade Center and Hurricane Katrina as well as future threats such as a major earthquake on the West Coast.

At Code Unlimited, Mark works with Fortune 100 technology clients, public sector organizations, and leading architectural firms to develop creative solutions to complex design challenges that improve fire safety outcomes, reduce compliance costs, and improve operational reliability. He applies critical thinking, strategic analysis, and forecasting techniques based on broad experience in code development, academic research and teaching, and public sector and nonprofit management to look beyond technical problems to create innovative fire engineering solutions that put people and performance first.

I oversaw programs to manage the remediation of structural, electrical and fire safety hazards in more than 850 factories supplying ready-made garments to 28 North American brands. The Alliance was founded to develop and launch the Bangladesh Worker Safety Initiative, a binding, five-year undertaking that is transparent, results-oriented, measurable and verifiable with the intent of improving safety in Bangladeshi ready-made garment (RMG) factories. During my tenure, I also developed and implemented a rapid damage assessment program to evaluate vulnerable factories in response to the Nepal Earthquake (April 2015).

I managed the day-to-day operations of a combination career-volunteer fire district serving the 15,000 residents in the West Hill communities of Bryn Mawr, Campbell Hill, Hilltop, Lakeridge, Panorama View, Skyridge and Skyway in unincorporated King County, Washington. The district's personnel responded to more than 2,200 calls for service annually and had an expenditure budget of approximately $2.6 million.

Woodinville Fire & Rescue provides fire protection, rescue, emergency medical and emergency management services to the City of Woodinville and adjacent portions of unincorporated King County, including Bear Creek and Cottage Lake. My responsibilities encompassed the role of chief operating officer. I oversaw all aspects of service delivery to the public in a 36 square mile service area with approximately 50,000 residents.

I oversawe the strategic direction, policy formulation, implementation and evaluation activities of a fire district serving 40,000 people living in Woodinville and the adjacent unincorporated areas of northeast King County. These activities included fostering relationships and partnerships with internal and external stakeholders, including executive staff, the labor organization representing district employees, elected and appointed officials of surrounding municipalities, and the officers, directors and employees of businesses operating in or serving the community.

Homeland Security Watch is a blog that features breaking news, rigorous analysis, and informed commentary on the critical issues in homeland security today. It takes a cross-disciplinary approach to the subject of homeland security, spanning issues such as transportation security, preparedness and response, infrastructure protection, and border security. Its content is intended both for an expert-level policy audience as well as the broader general audience of people interested in homeland security. The blog is non-partisan and non-commercial.

The Portland Office of Emergency Management (POEM) promotes disaster resilience in Portland and the wider metropolitan area in collaboration with other government agencies and community partners by applying the principles of comprehensive emergency management: mitigation, preparedness, response, and recovery. I oversaw the day-to-day management of the city's emergency coordination center and its all-hazards incident-management capabilities.

The Executive Leadership Institute in the Hatfield School of Government's Center for Public Service provides graduate education and professional development training for mid-career professionals. Our specially-tailored programs help leaders develop the skills necessary to function effectively in the complex, dynamic, shared-power environment confronting public sector managers.

Eastern Oregon University's fire services administration program in the College of Business specializes in delivering undergraduate courses for new and mid-career professionals through a combination of blended (short residential/online) and distance (online only) education options. I taught courses on local government and community politics and fire inspection and investigation.

The New Zealand Fire Service provides urban fire cover and first-responder services throughout the country. I oversaw career and volunteer firefighters based in the metropolitan Christchurch area as well as specialist fire safety, training, and logistical support functions. I also served on the regional emergency management group's coordinating executive group, and helped develop and implement the Canterbury Region's emergency management plan.

Served as chief executive officer of 1800-member professional organization dedicated to developing the capabilities and advancing the interests of chief fire officers in the 10 southeastern states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia.

SBCCI was one of three regional model code groups in the USA established to develop regulations governing building safety. Its state and local government membership produced the Standard Building Code and Standard Fire Prevention Code, among other specialty codes, designed to promote safety in the built environment. I oversaw the committees responsible for developing fire and life safety provisions in the codes as well as programs to promote the professional development of those responsible for enforcing them.

Wrote the first edition of the BOCA Basic/National Fire Prevention Code Commentary. Developed and delivered fire fire and building code training to local government officials using the BOCA National Fire Prevention Code. Provided plan review and code compliance advice to architectural and engineering firms and non-profit organizations.

TriData specializes in public safety research and analysis for federal, state, and local government as well as private-sector clients. I supported or managed projects involving major fire investigation and analysis, fire data analysis, firefighter health and safety, public safety communications, fire investigation, EMS service delivery, public fire and life safety education, and fire service funding.

The Department of Environmental Safety provided comprehensive occupational safety and risk management services to the university community. Our fire protection program included the management and of fire safety systems and programs across the College Park campus and at affiliated research institutes on the Eastern Shore.
