Directed campaign planning effort for the US and NATO missions in Afghanistan, to include the complex transition from United Nations authorities to an environment under Afghan governance.Coordinated in-country planning teams with military and political leadership in the United States, in Europe, and the region, balancing military power with diplomatic, economic, and intelligence efforts.Developed long-range plans to strengthen the government of Afghanistan, improve economic opportunities for the nation, reduce endemic corruption, improve the role of women, and allow the Afghan military to be self-sustaining.

Led 1200 military and civilian employees, spread from South Texas to the Middle East, in the safe handling and delivery of all Navy non-strategic weapons to the Atlantic Fleet.Served as the Navy's primary negotiating point for four civilian labor unions and as the mineman-rating community advocate.Responsible for the weapon support for the Navy's world-wide contingency response, to include the US intervention in Libya.Liaised with allies in Bahrain, Greece, Italy, and Spain to ensure Navy presence respected local laws and provided mutual benefit to the United States and the host nation.

Oversaw facility of over 12,000 acres and 1,000 employees responsible for the support of weapons development and delivery to the Atlantic Fleet.Served as the Navy's liaison on the Peninsula between Richmond and Yorktown to include community outreach, mutual emergency response, advocacy for military children in the local school system, business development, historic and archaeological research, and deconfliction of community development with the military mission.Responsible for Navy public housing, security services, emergency response, port operations, recreational facilities, public works, environmental stewardship, and providing infrastruture support for forty tenant commands.

Oversaw a team of strategic planners who are world-wide deployable to respond to any crisis.Led an integrated team of military and civilian planners to reorganize the Joint Enabling Capabilities Command, making it more agile and responsive to the the military's Combatant Commanders.Served as one of the lead Iran contingency campaign planners at Central Command (responsible for the Middle East). Also served as the Director of Strategic Communications for the Iran campaign, focused on peace-time operations in the Middle East Theater.Coordinated all United States government interagency efforts that could have influence on Iran.Provided exposure briefings to and developed cooperation plans with key allies in the Middle East and European regions.

Commanded a crew of 280 that deployed independently to the Middle East and conducted operations to counter piracy along the African Coast, interdict illegal arms shipments and terrorist movement between Iran and Yemen, and provided oil platform defense to assist the burgeoning economy of Iraq.Led and participated in multi-national naval exercises with Pakistan, Oman, Saudi Arabia, the United Arab Emirates, Kuwait, China, France, Spain, Great Britain, and Japan.Oversaw training and maintenance activities associated with sustaining a complex naval vessel ready for response to world wide crises. This included raising engineering readiness on a twenty-three year old ship to the highest Fleet rating possible.

Responsible for development of requirements, both war-fighting and fiscal, associated with the planning and production of two future Navy ship classes.Assisted in integration of the overall Navy budget, co-wrote the Navy's 30-year ship-building plan, and served as one of the primary spokespeople on shipbuilding to Congress, the media, and industry.Served as the military representative to the production team building the next Navy's destroyer with the first all-electric drive propulsion system, a more efficient hull, and a next-generation combat system suite.

Deployed to the Middle East for a deployment that included enforcement of United Nations sanctions against Iraq, leading a 10-ship coalition force, and participated in Naval exercises that included Kuwait, Saudi Arabia, Qatar, the United Arab Emirates, Oman, Pakistan, Great Britain, France, Spain, Norway and Japan.Oversaw the installation of smart ship technology during a complex maintenance overhaul.Deployed to South America to participate in Joint Naval exercises with Brazil, Uruguay, Chile, Colombia, Argentina, Spain, France, and Great Britain.Provided immediate missile defense to the National Capital Region in the wake of the 9-11 attacks.

Exercises and bi-lateral events included the following nations: Spain; France; Italy; Croatia; Serbia; Albania; Greece; Turkey; Egypt; Tunisia; Malta; Morocco; and Great Britain.Participated in Air Defense and no-fly zone enforcement operations over the former Yugoslavia.Fielded new baselines of the Aegis radar and associated weapon system, and subsequently demonstrated them to procurement teams for all major NATO nations for potential purchase.

Served the United States Navy exchange officer to the German Naval Academy in Flensburg, Germany. Taught midshipmen, in German, all basic military requirements associated with being commissioned as Ensigns in the German Navy. Subjects taught include marching, physical fitness, sailing, small boat operations, basic military professional knowledge, the German military legal system, German religious law, management, and the basic tenets of leadership. Lived immersed in the German Community in northern Germany for two years.Attended the Defense Language Institute in Monterey, CA, graduating from both the basic and intermediate language courses prior to moving to Flensburg. Fluent in German.

Served aboard a Navy destroyer with over 400 crew members as first the Strike Warfare Officer in charge of the ships self defense and offensive weapons systems, then as the assistant to the chief engineer in charge of propulsion, electrical generation, and support systems.Deployed to the Middle East and Mediterranean two separate times in support of the reflagging of Kuwaiti oil tankers and the first Gulf War. Deployment hi-lights include counter-mine operations against Iraq after the mining of the Arabian Gulf, and dealing with instability in the Mediterranean during the fall of the Soviet Union.Participated in six counter-drug operations in the Caribbean and Pacific areas of operations.
