As President of Red Oak Sourcing, Chuck oversees a multi-billion-dollar generic portfolio. Chuck is responsible for all aspects of Red Oak’s business including setting and implementing Red Oak strategy, overseeing supplier relationships, setting and meeting financial targets, operational execution and collaborating with Red Oak’s stakeholders – CVS Health and Cardinal Health.Chuck is a founding member of the Red Oak team and he has been instrumental in both its creation and its longevity. His vision for Red Oak is driven by three principles: to provide patients with accessible and safe medications, to create and sustain industry leading partnerships with our parents and suppliers, and to unleash Red Oak’s formidable talents through a culture of passion, innovation, and excellence. Prior to joining Red Oak, Chuck was Director of Generic Sourcing at CVS Caremark where he managed product decisions across the CVS Caremark enterprise (Retail and PBM). Before joining the generic pharmaceutical industry, Chuck built a career in management consulting where he developed leadership experience and subject matter expertise across a wide variety of industries including retail, government, and financial services.Chuck holds a Bachelor of Arts in Economics from the University of Massachusetts at Amherst and a Masters of Business Administration, cum laude, from Boston University.Chuck lives in Massachusetts with his wife, three sons, and a golden retriever. He enjoys competitive rowing, tennis and playing guitar in a local band.

In this role, Chuck was primarily responsible for overseeing all aspects of Red Oak’s strategy and business development, including long-term strategic planning, support of new initiatives and day-to-day business operations. Under Chuck’s leadership, his team was responsible for deep data analytics, market trend analysis and industry strategy.

Red Oak Sourcing is a joint venture between CVS Health and Cardinal Health (2 Fortune 20 companies). Red Oak has the sole responsibility to source generic pharmaceuticals for each of its parent companies. Mr. Rubin’s responsibilities include management of the multi-billion dollar generic portfolio for both CVS Caremark and Cardinal Health (Retail, Wholesale and PBM), budgeting and forecasting, leading the development of strategic direction for the sourcing organization, negotiating pricing on generic pharmaceuticals, maintaining supply, managing supplier relationships at executive levels, and pursuing innovative sourcing opportunities.In addition, Mr. Rubin is responsible for the operations team that represents Red Oak to both its parent companies. The purpose of this team is to ensure that the operational requirements of each parent are met, that stakeholders at all levels are engaged, to serve as experts on priorities, policies and strategic initiatives impacting CVS Health and Cardinal Health, ensuring that both companies are aware of changes to the regulatory and legislative landscape affecting their complex business environment.

Strategy Development and Implementation: Led major organizations in the development and implementation of comprehensive strategic plans and specific strategic initiatives.Operations and Finance: Led initiatives resulting in over $22 million in cost reduction. Assisted organizations in improving organizational efficiency in processes such as store operations, labor management, task management, budgeting and finance, and marketing.Change Management/Facilitation: Currently serving as SD Retail Director of Change Management. Responsible for developing and implementing organizational transformation methodology. Recognized as an expert facilitator and has led over 100 executive-level off-sites. Developed and implemented facilitation training methodology and curriculum.

Served as Principal for strategy consulting firm. Responsibilities included business development, account development and management, project delivery, staff recruiting. Developed organizational assessment framework that was recognized by clients and Touchstone leadership as a key innovation in developing organizational strategy. Served as Touchstone representative on multiple government councils including the Center for Strategic and International Studies.

Served as Business Developer, Engagement Manager, and Subject Matter Expert on a variety of projects. Lead the development of key accounts including the Chief of Naval Operations (OPNAV) and Naval Sea Systems Command (NAVSEA). Responsibilities included business development, account management, project management and service as a subject matter expert. Selected by AMS leadership to help found the AMS CRM practice.
