Cindy Howard is the founder and President of C3wcs, a workers’ compensation consulting & services firm based in Orlando, Florida. Prior to transitioning into her consulting practice, Cindy held the position of VP, Operations for the FloridaBlue workers’ compensation subsidiary, Comp Options Insurance Company. She was a primary contributor to the design and development of the FloridaBlue workers’ compensation start-up in 1996 and to the product and strategic advancement of the company’s successful ascend to becoming one of the largest workers’ compensation management organizations in Florida during that time. Prior to her work with FloridaBlue, Cindy directed medical and claims operations of $500,000,000 premium equivalent, spanning multiple states. In her career of over three decades of legislative and market evolution, Cindy is recognized as an industry expert with an exceptional understanding of statutory, regulatory, and market implications and how they correlate to the development and servicing of workers’ compensation products. Cindy has been a regular presenter at national and state industry conferences and has conducted numerous training and education workshops to key stakeholders including employers, clinicians, judges, attorneys and state regulators. She holds many industry designations and is a certified instructor and provider by the Florida Department of Financial Services. She has been a contributor to workers’ compensation market columns and articles and is recognized for her forensic program assessment and evaluation capabilities.
