Highly skilled and experienced municipal engineer with a unique blend of experience, expertise and qualifications. Background includes key positions in local government in England, Mauritius and Australia.Clancy has pioneered the application of asset management in Australia through his employment as Manager Local Government at the prestigious Australian Road Research Board. He is a registered Local Government Engineer, Chartered Professional Engineer and has occupied Statutory Municipal Engineer positions both in Mauritius and Australia. Clancy also pioneered the adoption of new design standards for land subdivision for the City of Greater Dandenong (post Cities of Dandenong and Springvale amalgamation). Similarly, he pushed for the adoption of Digital A, D and O Specs for infrastructure assets that have now been widely adopted by Local Government in Australia.He has also been very active in numerous joint working parties / expert groups with DELWP, MAV and Melbourne Water on Integrated Water Management, Stormwater Management, Flood Management and Mitigation. His responsibilities with the City of Greater Dandenong included the planning, co-ordination, management and implementation of the Development Contributions Plans for major residential and industrial land developments in Keysborough and Dandenong South. He has also been involved in the Engineers Australia's National Committee on Local Government Engineering / Standards Australia's Victorian Committee for Aus-Specs.Clancy is a strong advocate for civil infrastructure planning as an essential component of land development within the statutory planning permit process. He is renowned for his advocacy efforts with the Municipal Association of Victoria, Melbourne Water, Department of Environment, Land, Water and Planning in Victoria. His efforts have been rewarded through improved collaboration between State Government Departments and Councils, resulting in improved collaboration between all parties and very recent changes within the Victorian Planning Scheme legislation for the effective provision of civil infrastructure within land development projects. He is currently pushing for legislative changes to facilitate a land development levy to support the upgrade of and construction of infrastructure assets to accommodate land development infrastructure needs.In addition, Clancy is a fervent promoter of Mauritian Cuisine. With his late wife, they published the world renowned cookbook "Best of Mauritian Cuisine" that won two Gourmand Cookbook "Best in the World" Awards in 2018.
