Developed and implemented the planning, guidance, policies, and budgets for a strategic program that maintains a persistent presence in 35 countries. Ensured compliance with agreements and coordination with external parties, as well as adherence to U.S. and international law. Managed $16M+ operating budget to support training and employment of over 300 personnel annually.
