Senior Drainage Engineer, with over 35 years of experience, is responsible for the design of stormwater management considerations relating to roadway constructability, maintainability and environmental impacts. His experience includes drainage design and analysis, roadway design through construction, street improvements, stormwater management system retrofitting, roadway design of arterial collectors to interstate projects, development of maintenance of traffic schemes, stormwater conveyance systems, retention/attenuation facilities, drainage studies, Department of Transportation drainage contracts, and bridge hydraulic reports. He is proficient with hydraulic computer modeling and other drainage software packages. Also served as an expert on numerous legal cases relating to; drainage design, permitting and construction, Roadway Maintenance of Traffic (MOT) design / implementation, eminent domain, and construction versus design documentation review; rendering opinions, depositions, hearings and trial experience. As a member of the Central Florida Expressway Authority’s GEC team, Mr. Lee is the Senior Drainage Engineer and contributed to the development of the CFX Design Guidelines.

I rejoined Bowyer-Singleton as Manager of the Drainage Design in the Transportation Department. Responsible for the drainage design of Florida Department of Transportation projects, County Roadway projects and private developers. The drainage designs include stormwater conveyance systems, stormwater management facilities, dredge and fill impacts, and obtaining Water Management District permits. Also conducting internal peer review of roadway design documentation and construction plans.

Forensic engineering with a focus on commercial and residential structure investigations which have sustained damage from common perils such as accidents, construction defects, design errors, collapses, soil movement, sinkholes, explosions, lightning, fires, hail, hurricanes/windstorm, tornadoes, vehicular impacts, veneer/cladding failures, flood, plumbing leaks, water intrusion and mold.

Managed numerous Florida Department of Transportation projects including; interstate interchanges to accommodate up to a eight-lane section of Interstate 4 which included a median rail envelope; redesign of four-lane interstate freeways to accommodate a six-lane facility with auxiliary lanes utilizing open and closed stormwater conveyance systems for multiple drainage basins with stormwater management facilities utilizing both wet and dry treatment/attenuation facilities, dredge and fill impacts and full coordination and documentation for Water Management District permitting. Additional projects experience with; planning elements, design and construction of roadway, and drainage projects. Project engineer responsible for site civil, roadway projects, retaining wall design and construction, bridge widening, roadway and drainage rehabilitation evaluations, forensic engineering investigations of traffic control implementation, and drainage/flooding issues.
