Following return to the U.S., rejoined colleagues formerly at Navigant Economics (and at Chicago Partners prior to Navigant) who had transitioned to CRA. Provided economics consulting services for finance and competition policy matters. Prominent engagements included antitrust litigation involving one of the largest multinational technology firms in the world, litigation concerning the so-called bailout of AIG by the Federal Reserve, and engagements related to allegations of price fixing of LIBOR and other widely-referenced financial benchmarks and market manipulation by financial institutions including prominent multinational banks in various securities markets. Implemented software and managed software development for numerical modeling and various other assignments. Retained as a Contractor while on sabbatical until joining CRA as a Principal in early 2014 and after departing CRA to found Starkweather Economics, LLC in late 2018.

Prominent matters included the Lehman Brothers / Barclays Capital litigation, regulatory investigations associated with allegations of manipulation of the LIBOR benchmark rate, litigation involving Bear Stearns and other prominent hedge fund and CDO portfolio managers following the U.S. financial crisis, Microsoft antitrust litigation, the Whole Foods / Wild Oats merger remand proceedings, the NBA Collective Bargaining Agreement (CBA) negotiations, and the collapse of the Huntsman / Hexion merger. Performed all aspects of case management, including management of both research staff and client relationships, and provided numerical analysis in support of studies. Designed and implemented software libraries for numerical analysis. In August 2012, after four successful years at Chicago Partners / Navigant Economics, where I was a top-billing Director, I took a second sabbatical to accept a year-long academic position at Shanghai University / SILC in China. Retained as an Academic Affiliate while on sabbatical.
