The following is a partial list of my responsibilities: Advise and assist the Director on all aspects of management and administration, including Human Resources, budget/fiscal, capital projects and joint projects with other County Departments. As the department's media relations coordinator, I have developed and implemented a strategy for effective communication with media. As Legislative Analyst for the Agency, I am a member of the California Welfare Directors Association Legislative Committee. It is my role to follow all applicable legislation and make recommendations for support or opposition. I am the Departmental EEO Coordinator. I am the Department's Emergency Coordinator. I represent the Director on a myriad of committees and large projects. Examples include, County Emergency Preparedness, Drought Task Force, County's Green Committee, interaction with media, and development of 211 System in San Joaquin County. I routinely prepare Board of Supervisors staff reports on a variety of issues.

Conduct real estate transactions on behalf of San Joaquin County, including right-of-way acquisitions, surplus land sales, negotiation with private property owners, temporary construction easements and land dedications. Prepare legal documents and complex Board Packages to accomplish Real Estate transactions on behalf of the County.

As an independent contractor, I was responsible for running my own business. I exercised a high degree of decision making in the areas of marketing, sales, customer service, preparation and analysis of complex legal documents, negotiations, problem solving, cost/benefit analysis, and other small business disciplines.

Human Resources Manager for staff of 500+ employees; including Departmental EEO investigations, Civil Rights investigations, and other Personnel related investigations. Prepare and submit disciplinary actions and review and make recommendations regarding other management disciplinary actions. Confer with County Counsel regarding employee disciplinary actions, and EEO complaints. I acted as liaison between upper management and union officials. Review and analyze new legislation in the Human Resources arena and make recommendations to upper level management regarding policy changes. Member of several county-wide committees, including those devoted to recommending county policy changes, lay-off planning, and budgetary issues. Oversaw 35 Million dollar departmental budget, purchasing functions, prepare various State and Local reports. I oversaw facilities management for two large buildings. I trained management and supervisory staff regarding all aspects of Human Resources and staff development. I oversaw all aspects of grant application and fund administration for various state and federal grant programs.

I managed several teams involved in all aspects of child support enforcement. Analyzed new legislation and developed new policies and procedures. Prepared/delivered training to line staff, supervisors, and management. I conducted EEO investigations, making recommendations to senior management. I implemented disciplinary actions, working with senior management and union officials. I was tasked with overseeing a major computer conversion of over 20,000 child support cases from a legacy system to an interim computer system (KIDZ). For two years I co-managed the fiscal/accounting team. This team was responsible for posting and deposits of all child support funds. My primary responsibility was to insure that all child support funds were properly designated and posted; and to insure that all funds were disbursed according to the applicable timeframes. It was my responsibility to insure that all mandates were adhered to and that staff had the proper training and tools necessary to insure that families received their support in a timely fashion.
