In addition, Cornerstone has been working with the World Bank to develop a template for costing national ECD and Nutrition policies, with a view to supporting scale-up and transfer to country governments of these programmes. Key projects were the development of The Framework for Managing Programme Performance Information (2007), which lays the foundation for monitoring and evaluation terminology and processes in all spheres of government and The Framework for Strategic Plans and Annual Performance Plans (2010), which sets out the principles and formats to guide national and provincial departments in presenting their strategic plans and annual performance plans. I was also widely involved in training initiatives, including training members of provincial legislatures on budget oversight.In April 2008, I was asked to move to the newly established Local Government Budget Analysis unit to help drive the local government budget reform agenda and assist with developing the analytical capacity of the unit. I managed the drafting and promulgation of the Municipal Budget and Reporting Regulations and the roll-out of the associated municipal budget formats. I was also responsible for writing the annual MFMA Budget Circulars and developing various analytical tools for evaluating municipal budgets, including the annual ‘State of Municipal Finances Report’.
