Currently serve as a business advisor to several Agency stakeholders that include senior management and high level ranking officials;Regularly provide guidance to customers including Contracting Officer Representatives (CORs), Program Offices and Staff about internal and external procurement policies and procedures; Oversee, negotiate, and award complex multi-million dollar contracts, task/delivery orders, Inter/Intra Agency Agreements (IAAs) and blanket purchase agreements (BPAs) in accordance with the FAR;Assist Program Offices with identifying, planning, selecting. and monitoring requirements/deliverables which require strict adherence to evaluation criteria, scheduling and performance as it relates to the statement of work (SOW) and award.Develop and establish contract strategies for various program offices as well as assist technical program staff in preparing and revising statements of work, solicitations, and other tasks that require knowledge of the contracting process from cradle to grave;•Review and analyze procurement packages for completion and accuracy to ensure compliance with the FAR, (Transportation Acquisition Manual(TAM)/and Transportation Acquisition Regulations(TAR);• Administer and oversee multiple contract awards at the pre and post award stages;• Manage a full range of contract actions to include obtaining approvals prior to the issuance of contract award;• Assist customers with pre-award, contract administration, technical evaluation, contract negotiation, and post award process;• Conduct kick-off meetings and debrief unsuccessful offerors;• Work closely with Contracting Officers(COs) and Program Offices to prepare various contract modifications and resolve a variety of issues related to contractor compliance and performance.
