Major responsibilities included operations and program management, budgeting and financial management, strategic planning, regulation and policy development and implementation at the international/IMO, national, regional and local levels.❖ I accumulated deep technical experience in vessel inspections, port state control, navigation safety, and port & facility security, while developing national policy, standards, and programs promoting marine safety, security and environmental stewardship. With a strong engineering and technical background that is complemented by “hands on” operational experience, I led national compliance initiatives, major marine casualty investigations, waterways management activities, and the development, implementation, and enforcement of US & IMO/international regulations, including equivalency determinations and approval of novel approaches to compliance. ❖ Now, I use my experience and extensive networks to assist owners and operators of commercial vessels, facilities, and ports, and other maritime stakeholders.
