• As Communications Director, I focused on making communities aware of the many benefits of funding water infrastructure projects through WIFA. Ultimately, my goal was to get projects funded and on the ground to improve.
• Marketed programs to increase visibility and advocated the importance of safe, reliable water through presentations, networking and outreach
• Developed WIFA’s messaging and content for our agency’s publications, website and social media outlets

• Designed an outreach campaign to secure funding for the program, including development of an interactive website with resources on budget issues and information on project successes and how citizens can take action.
• Served on the board of directors for the Water Infrastructure Finance Authority of Arizona, responsible for authorizing financing for the construction and improvement of drinking water and wastewater facilities.
• Administered grant contracts for $2 million statewide program for river and riparian habitat restoration projects involving complex capital improvements, water conservation and research efforts.
• Negotiated and wrote grant contracts, responsible for technical evaluation of project deliverables and ensuring compliance with environmental permitting requirements.

• Managed the Community Water Planning Program, which includes the state’s drought and conservation programs, responsible for drought preparedness, conservation assistance and water provider data and planning.
• Created and built ADWR’s Water Conservation Program, combining statewide planning and water management regional staff, resulting in improved communication and a more integrated approach to water conservation.
• Wrote Executive Order 2008-19, designating April as Water Awareness Month, and developed Arizona’s Water Awareness Month messaging campaign to encourage water stewardship.
• Directed the development of water conservation resources for residents, professionals and businesses to provide education for reducing indoor and outdoor water use.
• Assumed leadership for multiple outreach channels including promotion, interaction with media, press releases, social media, and development of Choose How You Use tagline and program design.
• Formed and led statewide community-based social marketing group, resulting in a planning model/guidance document for EPA to be utilized by states and communities who want to promote water-efficient behavior.

• Acted as the State Drought Coordinator for Arizona and designed and supervised the Statewide Drought Program, responsible for implementing the Arizona Drought Preparedness Plan and providing planning, technical.
• Served as the project lead for the Governor’s Drought Task Force Interagency Coordinating Group, providing the Governor’s office with recommendations on state mitigation and response actions.
• Wrote Executive Order 2007-10, a State Drought Declaration that has been in effect since 2007, intended to educate the public on drought and conservation, and initiate action by citizens and state agencies.
• Developed ADWR’s first online reporting tool, designed to obtain water use data from water providers outside of active management areas, enabling more comprehensive statewide water resource planning.
• Created a statewide planning program for water providers designed to reduce drought vulnerability and prepare for water shortage, including the development of guidance documents, plan templates and compliance process.
• Coordinated the State Drought Monitoring Technical Committee, a multi-agency group responsible for evaluating drought, climate and weather data and distributing information to land managers, policy-makers and the public.

• Responsible for supervising nine employees within the Watershed, Assessment, & Grants Unit, a new Unit including both the Watershed Management Unit and Water Quality Improvement Grant Program.
• Project lead for the Governor Napolitano’s Clean Colorado River Alliance, charged with developing an action plan to deal with pollution affecting the Colorado River.
• Managed a $1.8 million statewide Water Quality Improvement Grant Program, and streamlined grant review and contracting processes leading to a 20% increase in throughput time to provide funding to grantees.
• Redesigned a highly manual Water Quality Improvement Grant application process, evaluating web-based tool options and implementing an automated solution that improved throughput time for applicants by over 50%.
• Implemented process improvements to Arizona’s regional water quality management planning program and increased the number of reviews and amendments processed by 85%.
• Worked closely with watershed partnerships and federal, state, and local governments to exchange and compile information for watershed management, resulting in more coordinated efforts to improve water quality.

• Responsible for supervising the Watershed Management Unit, accountable for assessing water quality and developing plans to ensure Arizona’s waters are fishable and swimmable.
• Managed the preparation of Arizona's Integrated 305(b) Water Quality Assessment and 303(d) Listing Report, an assessment of surface and ground water resources in Arizona relative to state water quality standards.
• Responsible for developing Total Maximum Daily Load implementation plans and watershed-based plans for impaired waters within Arizona, working with and educating stakeholders on implementation strategies and funding.
• Supervised Arizona’s regional water quality management planning program, including consistency reviews, plan amendments and outreach to regional planning agencies.
• Developed Arizona’s 5-year Nonpoint Source State Management Plan, a statewide strategic plan for employing effective management measures and programs to control nonpoint source pollution.

• Designed dynamic marketing tools and educational materials to improve statewide awareness, increased the recognition of grant program leading to 100% growth in workshop attendance and double the number of applications.
• Planned and facilitated meetings for collaborative operational design changes, resulting in reorganization of statewide nonpoint source water quality management program and watershed management initiatives.
