I am a Senior Scholar at the Johns Hopkins Center for Health Security and an Assistant Professor in Environmental Health and Engineering at JHSPH. My research focuses on risk assessment, public health preparedness, healthcare preparedness, biodefense, and emerging infectious diseases. I also conduct research on the funding and management of civilian biodefense and health security programs in the US federal government and am an Associate Editor of the Journal Health Security.

1 year IPA post, Detailed from the Center for Biosecurity of UPMC.Acted as Program Manager and Contracting Officer's Representative to manage a multi-million dollar risk assessment portfolio in the DHS S&T Directorate, Chemical and Biological Defense Division, Threat Characterization and Attribution Branch. Specifically, I managed the Integrated Terrorism Risk Assessment Program (ITRA), with projects focused on risk analysis applied to the DHS mail screening process, critical infrastructure protection, bioterrorism preparedness and response, and medical countermeasures procurement and prioritization.

At the Center for Biosecurity, my policy research focused on public health preparedness, hospital and medical preparedness, bioterrorism, and emerging infectious diseases. I have also conducted research on the funding and management of civilian biodefense in the U.S. federal government and tracked developments in health information technology as it relates to biosecurity and biodefense.I have authored a number of articles, including a peer-reviewed research paper analyzing federal efforts to prepare for decontamination of a wide-area biological attack; a peer-reviewed analysis of the federal, state, and local medical response to Hurricane Katrina; and a report reviewing progress in the National Hospital Preparedness Program (HPP). I also contributed articles as part of a series dedicated to tracking and analyzing federal funding for biodefense programs, formerly titled “Billions for Biodefense.” I joined the Center in 2004 as an Analyst, and was promoted to Senior Analyst.

Project Area: Environmental decontamination following a wide area biological attackProduced a policy article assessing federal progress and remaining gaps in preparedness for a decontamination response to a large bioterrorism attack.
