Consolidated Nuclear Security, LLC operates the Pantex Plant and Y-12 National Security Complex in support of the National Nuclear Security Administration. CNS comprises member companies Bechtel National, Inc.; Lockheed Martin Services, Inc.; Orbital ATK, Inc.; and SOC LLC, with Booz Allen Hamilton, Inc. as a teaming subcontractor. At CNS, Thomas was the director in charge of all contractor cyber security programs (operations, policy, metrics, incident response) Duties included management of those teams and budgets, alignment with NNSA Headquarters, Reporting to Federal oversight, implementation of the program in compliance with DOE/NNSA/NIST requirements, and executing a Cyber Transformation Project. Major accomplishments:• Cyber Transformation – Project to create a single, enterprise, innovative, risk-based approach to cyber security, transitioning from two disparate, legacy-based programs• Strategy – Developed a strategy, roadmap, vision, and priorities for the cyber security program that align with CNS and IT, including establishing cyber metrics to gauge program effectiveness and support contractor assurance program• eGRC Tool – Deploy an Electronic Governance Risk and Compliance (eGRC) tool to track all cyber deliverables, continuous monitoring/authorizations, data calls, vulnerability data, and cyber security incidents in ServiceNow

Oak Ridge National Laboratory is DOE’s largest multi-program science and energy laboratory, with scientific and technical capabilities spanning the continuum from basic to applied research. At ORNL, Thomas served as the Group Leader for Network Operations for the Information Technology Services Division (ITSD).Major accomplishments:• Continuous Improvement - Apply continuous improvement techniques to ensure the network and security infrastructure attains maximum performance, security and availability• Networks – Oversee work of Local Area Network Services, Wide Area Network/High Performance Services, and Unified Communications, including managing and participating in the planning, budgeting, designing, installation, maintenance, and coordination of the wide area and local area networks, network security infrastructure, and unified communications systems• High Availability – Line manager responsible for maintaining enterprise-class, highly-available network and communication systems that support Lab business and research missions

Y-12 is a key facility in the U.S. Nuclear Weapons Complex and is responsible for ensuring the safety and reliability of the nation’s nuclear weapons stockpile. With an annual budget of nearly $1 billion and over 5000+ employees, Y-12 serves as the nation’s only source of enriched uranium weapons components and nuclear fuel for the U.S. Navy, as the main U.S. storage facility for enriched uranium, and is a leader in materials science and precision manufacturing. Served as a Senior Network Engineer, Network Operations Lead, Architect, and Network Manager.Major accomplishments:• Wireless - Planned, deployed, and supported a secure wireless Aruba network for employee and guest access• Proactive Monitoring - Deployed and maintained SolarWinds Orion for proactive network monitoring to maintain 99% uptime, including integration with Remedy ticketing system and notification systems for alerts• DMZ – Led a team for an effort to redesign the DMZ, working with the various groups needed• NNSA RightPath - Led an architecture design team for the DOE/NNSA RightPath OneNNSA Network across the NNSA complex; collaborated with peers at other NNSA sites, including the various CTOs and CIOs• Networks – Responsible for two separate networks, telecommunications, and mobile devices, including over 500 Cisco switches, routers, firewalls, and Cisco Network Access Control (NAC) in support of over 6500 users• Architecture – Worked with vendors to evaluate feasibility and usefulness of various products and assist in transition to a new contractor and integrating two separate sites, including network design and implementation
