• Responsible for oversight and management of policy and contract development for Medicaid acute and primary care services, home and community based services, behavioral health services, and pharmacy benefits. Oversight of the Medicaid state plan, home and community based services waivers, 1115 waivers, compliance with State statute and rules and issuance of Medicaid policy updates. • Responsible for the oversight of over thirty two different Medicaid services delivery models that have been custom created to meet member and participant needs. Programs include BadgerCare managed care program, SSI managed care, Family Care managed long term supports program, AIDS/HIV Health Home, Hub and Spoke Model for individuals with substance use disorders, the Include, Respect, I Self Direct (IRIS) self-direction home and community based services program, the Partnership program, Birth to 3 program, Children’s Long Term Support Program, and SeniorCare drug assistance program.• Manage a functional area of over two hundred people to create a vision, mission, and strategic initiatives to look across all benefits and service delivery models to ensure services are equitable, person centered, and easy to understand and navigate. Responsible for development of a strong culture to ensure staff engagement, retention, and a strong talented management team.• Manage relationships with participants, members, providers, managed care organizations, advocates, legislators, and the Governor’s office in regards to Medicaid policy. Responsible for oversight and leadership of the State’s Long Term Care Council, the IRIS Advisory Council, and serve as the State’s Developmental Disability Director.• Responsible for oversight of various initiatives including managed care quality strategy, electronic visit verification, Home and Community Based Settings rule, National Core Indicators (IPS and AD) quality surveys, American Rescue Plan Act HCBS funding implementation.

-Responsible for leadership and administration of the Wisconsin Medicaid adult long term care programs and services including the Family Care manged care program, the Include, Respect, I Self Direct (IRIS) self directed long term care program, and the Family Care Partnership managed care program.- Responsible for leadership and administration of the Children's Long Term Care program's including the Children's Long Term Supports program, Birth to Three program, and the Children's Community Options program. - Responsible for mangement of the leadership team for the Wisconsin long term care programs. Includes ensuring a clear vision and mission for the programs and establishment of quality meterics to measure program outcomes. - Responsible for the development of long term care initiatives, prioritization management and executive sponsorship of numerous projects.- Manage multiple relationships with participants, members, providers, managed care organizations, advocates and government officials in regards to long term care programs. - Responsible for the oversight and leadership of the Wisconsin Long Term Care Council and serve as the Wisconsin Developmental Disability Director.

- Responsible for the oversight and management of all long term care financing and rate setting, including the Family Care managed care program, the Include, Respect, I Self Direct (IRIS) Self Direction program, Care4Kids Foster Care rate setting, and Nursing Home Fee for service rates. Managed a bureau with 5 sections and over thirty employees. Oversaw a re-organization of the Division and the development of a long term care analytics unit.- Responsible for the oversight of the $3.2 billion benefits budget and the Divisions $14 million operating budget. - Oversaw a comprehensive rate review process for the managed long term care capitation rates and implemented policies to improve the accuracy and precision of the rate process.

- Responsible for the oversight and management of hospital and managed care rate setting, Medicaid budget monitoring, fiscal reporting and integrity, compliance with the Medicaid state plan, demonstration waivers and the estate recovery program.- Manage over 30 employees and three major vendor contracts.- Implemented and managed state revenue maximization initiatives and the Division's biennial budget - Managed the development, implementation, and tracking of health care efficiencies that reduced expenditures by over $165 million in state funds.- Responsible for the fiscal integrity of payments and oversight of $7.2 billion in annual expenditures.
