The Public Financial Management Specialist role is to support the implementation of activities addressing national public service reforms related to local government such as increasing fiscal decentralization, increasing administrative decentralization and implementing legislative reforms. The key tasks and responsibilities includes; * Implement activities to support policy and legal reforms related to decentralization* Implement activities to improve public financial management , human resource and management systems; including supporting National Local Government Finance Committee (NLGFC) in developing IT policies., standards and guidelines for local Integrated Financial Management Information Systems (IFMIS),* Work closely with the co-located regional teams to implement activities requiring capacity building or roll-out at district -level, more especially IFMIS and other PFM systems improvements at district level.* Constribute data and analysis to monthly, quarterly, annual and ad hoc communications and reports, and to ME& L reports

Strengthening Higher Education Access in Malawi (SHEAMA) a Project run by a consortium of 3 organisation namely; Arizona State University (Prime) , Winrock International ( Sub ) and Oversees Strategic Consulting Group ( OSC) working as Part-Time Accountant for Winrock International with the following duties and responsibilities :• Accounts Payable: Generate, record, execute and reconcile payments through all stages, including preparation of purchase orders, generation of check and wire requests, data input into Quick Books, and bank statement reconciliation.• Accounts Receivable: Develop monthly projections for cash flow needs and prepare request to HQ; follow through receipt of funds and bank reconciliations.• Expense Reporting: Help review all expense receipts for accuracy, relevance, and legitimacy; create prescribed monthly expense reports for HQ.• Payroll: Help review staff timesheets for proper signatures and allocation information. Calculate, execute and record all salaries and accrual/use of fringe, including monthly amounts, bonus, gratuity, etc. in compliance with signed Employee Agreements. Maintain all records in accordance with Winrock, Arizona State University USAID and Malawi requirements.• Bank Reconciliations: Help reconcile all banks accounts and petty cash no less than monthly and report any discrepancies to Home Office.• Grants Management: Help review sub grant fiscal reports for compliance with budget and documentation requirements; prepare detail and summary reports for CoP Winrock HQ.• USAID fiscal requirements: Assist in the preparation of USAID-requested projections, estimates, VAT tax forms, budget modification requests, etc. on routine schedule and as requested.• Records Retention: Organize and maintain all records and files in accordance with general audit standards (GAAP) and USAID requirements.• Audit: Prepare all accounting records in accordance with audit standards, and oversee on-site work with auditors, as appropriate.
