Damitha KumarasinghePresent Position -Experience and ExposureI am currently employed as Director General (Chief Executive Officer) of the Public Utilities Commission of Sri Lanka (PUCSL) which is the energy sector regulator in Sri Lanka. I have been holding this position since January 2010 and currently on the 14th year in office.PUCSL started regulating the electricity industry in 2009 and I have assumed the position of Chief Executive Officer immediately after that and lead the team to develop electricity sector regulatory framework in Sri Lanka. Further, I was instrumental in developing a regulatory agency from its infancy to the status of a fully fledged regulator. Hence, I have the rare experience and exposure in establishing regulatory agencies and develop regulatory frameworks and systems for a country.Previous Experience and ExposureFurther, during 2003 and 2004 for a period of two years I was a consultant to Public Interest Program Unit of Ministry of Economic Reform, Science and Technology. In this position I was involved in preparation of legislation to restructure the electricity, petroleum, water, ports, airports, and railway sectors of Sri Lanka along with the international consultants. Therefore, I also have a strong exposure in developing legislation for various infrastructure sectors.Diverse Experience and Exposure as a RegulatorI also have the experience and exposure to many sectors as a regulator as presently I am also a serving member in the Boards of following regulatory agencies as well.i. Sri Lanka Sustainable Energy Authority – regulator for renewable energy resource allocationii. Petroleum Development Authority of Sri Lanka– regulator for upstream petroleum sector (oil and gas exploration)iii. Condominium Management Authority of Sri Lanka – regulator for condominium propertiesServing in Boards of many regulatory agencies across various sector have given me through understanding about importance of collaborating with other regulators and also through knowledge on many sectors in the economy ranging from energy, petroleum exploration to condominium management.International RecognitionI am also an internationally recognized professional in energy regulation and an invited speaker in many international fora. Further, I have been trained on energy regulation in many countries and organizations and has exposure to energy sectors of many countries across the globe
