Serves as the functional head of the Finance Department when the CFO is not available. Oversees and supervises the accounting and financial reporting functions for the Tribe. Oversees and supervises the financial aspects of grants management for the Tribe’s various federal programs, including preparing financial status reports and draw requests. Advises staff under his/her supervision on how to handle transactions that are not of a routine nature. Advises CFO of unusual transactions that need further explanation or review. Drafts timely and accurate monthly financial reports for the CFO’s review.Assists the CFO with developing and compiling the comprehensive tribal budget, including meeting with various department heads and answering their questions. Assists in the development and implementation of new financial policies and procedures. Responsible for training new staff as well as existing staff under his/her supervision. Oversees employee concerns of supervised staff. Manages the Finance Department’s compliance with its departmental operating budget. Establishes and monitors goals made each year for supervised staff. Oversees per capita processing functions including collection and storage of Tribal Member information related to the distributions, data input and verification. Cross-trains to assist with other key Finance Department duties and responsibilities, as needed. Assists the CFO with preparing for the Tribe’s annual audit.

I managed the enrollment and coordinated the benefits of Medicaid and Medicare participants, validated and reconciled data between systems and reported results to management, funders and other stakeholders. To improve the quality of information, I recommended and implemented process changes for TruChart, the electronic medical records systems (EMR). I developed documentation (SOPs) of these changes and trained users. I managed the Medicare Part-D bid and audit, including prescription drug events. Accounting\Finance: With an annual non-profit organizational budget of $16 million, I supervised 5 employees in accounting. The responsibilities included: GL, AP, AR, fixed asset and payroll. Payroll included employee benefits, worker compensation, unemployment, tax reporting and retirement. I worked division directors to set financial goals, develop budgets and review monthly reporting for variances. I prepared financial reports and reviewed them with internal management, the finance committee and the Board of Directors. I managed funder compliance audits and year-end financial audits, including the A-133 audit. I managed the preparation and submission of the 990-tax return. I managed the banking relationships and cash-flow. I developed and implemented risk management and disaster recovery plans. I managed the insurance needs of the organization.Information Technology: I supervised 2 employees in IT. The responsibilities included the planning, installation and maintenance of all hardware, software and web-based services for the organization, including telecommunications, HVAC, building security, and website management. Also responsible for documentation, training and end-user support. A major project the was completed under my leadership was that we implemented a complete system upgrade. We migrated all users from XP to Win7 and migrated the servers from Novell to MS Servers. This included upgrades to Microsoft Office, Donor Perfect, Cougar Mountain Fund Accounting, SAP Crystal Reports and the SQL servers and SharePoint foundation. Facilities: I supervised 2 employees in facilities. The responsibilities included maintenance the facilities and planning for future needs. I managed vendor contracts and relationships, established maintenance schedules and monitored utilities. I led the Health & Safety Committee to define policies and procedures that would reduce risk, improved safety, and fulfill regulatory compliance.
