Through this and other projects he has become a nationally recognized expert on open data and smart communities and is a sought after speaker and facilitator. As the lead for business process management and organization development projects on the NRC account, Mr. Hoffman managed multiple resources, internal project management functions and development of business in this area. Mr. Hoffman drafted the HSPD-12 operations plan for NRC, he wrote major sections of management directives related to IT security and governance, and conducted a thorough assessment of the current state of records management processes at the NRC. He played a lead role in the documentation and development of business processes and requirements for the inspection of new nuclear reactor construction. In the course of this project, Mr. Hoffman developed a deep understanding of the current state of business processes within the Division of Construction Inspection Programs. Example Project Two - Inter-American Development Bank (IDB) - Information Technology Strategy RoadmapMr. Hoffman played a lead role in the development of a comprehensive strategy aimed at addressing the technology issues created by a realignment of the IDB organization into a matrix structure. As part of the team assigned to this project, Mr. Hoffman led the initiative to identify and document these business processes and drafted major deliverables providing recommendations and strategic direction. As the lead for business process documentation and analysis, he was the first person to document the complete suite of business processes for IDB through exhaustive interviews with diverse stakeholders. After the strategy was accepted by the IDB Board of Directors, Mr. Hoffman played a critical role in defining requirements for execution of the strategy.

Mr. Hoffman served as the first manager of a multimillion dollar D.C. government pilot program. Based on an assessment of best practices, he developed all program policies, processes and procedures. With very few precedents to follow, he operated autonomously and developed the full suite of business processes, many of which are still in operation today. During his time as manager of the program, Mr. Hoffman ran the day-to-day operation of the program and interfaced directly with clients and applicants. The program received extremely high marks for Mr. Hoffman's customer service-oriented approach. His ability to communicate with empathy and connect quickly with others was a noted strength as he engaged people in challenging situations.
