Mr. Hoffman directly oversees almost 600 employees across five departments and two programs including: Technology, Planning, Code Enforcement, Public Works, Transportation and Mobility, Economic Development and the City Architect. Through oversight of these functions, Mr. Hoffman manages about half of the City’s $350 million budget which includes a $126 million General Fund and a Capital Project Fund of over $22 million.

Mr. Hoffman is the first Chief Innovation Officer for Montgomery County, Maryland and in that capacity serves on the executive team for an organization with almost 10,000 employees and a budget of over 2.5 billion dollars. He oversees the Innovation Program in the Office of the County Executive and manages a workshop that helps execute the day-to-day functions of the Program. The Innovation Program operates a variety of initiatives covering topics such as the internet of things (IoT), smart city initiatives, business incubation, and more. The highlights of the program include:-The Thingstitute, a living laboratory for the public sector exploration of IoT technologies. The Thingstitute operates test beds that provide opportunities for entrepreneurs and other organizations to test smart city solutions in real world settings.-The SCALE (Safe Community Alert Network) Project, an internationally recognized effort that brings together stakeholders from the private, public and academic sectors to advance the deployment of IoT devices to vulnerable populations.-The Smart Transit Spotlight Project, exploring the impact of connected and autonomous transportation and public transit.-Cooperative agreements with the National Institutes of Standards and Technology to advance replicable smart city technologies.-Smart firefighting programs including co-authored content for a research roadmap for the National Fire Protection Research Foundation.Mr. Hoffman also helps govern the County’s open data program. Through this and other projects he has become a nationally recognized expert on open data and smart communities and is a sought after speaker and facilitator. In his role as Chief Innovation Officer he also works with his counterparts around the world to collaborate and share information. His program has established partnerships with dozens of different public and private organizations from major corporations to other local governments.

In the fall of 2016 Mr. Hoffman received an appointment as an Adjunct Professor in addition to his responsibilities as Chief Innovation Officer. In this role he taught two courses on a part-time basis concurrent with his other full-time employment. In collaboration with the Academy for Innovation and Entrepreneurship, he teaches “Leading Change through Creativity and Innovation” as well as “Design Thinking.”

This appointment was a continuation of the work conducted for the NRC as an employee ofPricewaterhouseCoopers (see below). Mr. Hoffman continued his responsibilities with the Division ofConstruction Inspection and engaged in business analysis projects with the Secretary of the Commission and the Department of Research. Through this work Mr. Hoffman took a senior analytical role in multiple areas including virtually all areas of construction inspection, rulemaking, Commission voting and decision- making, and records management. Mr. Hoffman led business analysis and process improvement projects for the Executive Director, Secretary of the Commission and the Chairman of the Commission.

Example Project One - Nuclear Regulatory Commission - Organization Governance and Process ImprovementMr. Hoffman managed multiple projects at NRC and developed effective governance strategies and processes related to a broad array of subject matters. As the lead for business process management and organization development projects on the NRC account, Mr. Hoffman managed multiple resources, internal project management functions and development of business in this area. Mr. Hoffman drafted the HSPD-12 operations plan for NRC, he wrote major sections of management directives related to IT security and governance, and conducted a thorough assessment of the current state of records management processes at the NRC. He played a lead role in the documentation and development of business processes and requirements for the inspection of new nuclear reactor construction. In the course of this project, Mr. Hoffman developed a deep understanding of the current state of business processes within the Division of Construction Inspection Programs. Example Project Two - Inter-American Development Bank (IDB) - Information Technology Strategy RoadmapMr. Hoffman played a lead role in the development of a comprehensive strategy aimed at addressing the technology issues created by a realignment of the IDB organization into a matrix structure. As part of the team assigned to this project, Mr. Hoffman led the initiative to identify and document these business processes and drafted major deliverables providing recommendations and strategic direction. As the lead for business process documentation and analysis, he was the first person to document the complete suite of business processes for IDB through exhaustive interviews with diverse stakeholders. After the strategy was accepted by the IDB Board of Directors, Mr. Hoffman played a critical role in defining requirements for execution of the strategy.

Mr. Hoffman served as the first manager of a multimillion dollar D.C. government pilot program. Based on an assessment of best practices, he developed all program policies, processes and procedures. The program was the first of its kind in the country, and Mr. Hoffman laid the foundation for the program. With very few precedents to follow, he operated autonomously and developed the full suite of business processes, many of which are still in operation today. During his time as manager of the program, Mr. Hoffman ran the day-to-day operation of the program and interfaced directly with clients and applicants. The program received extremely high marks for Mr. Hoffman's customer service-oriented approach. His ability to communicate with empathy and connect quickly with others was a noted strength as he engaged people in challenging situations.

Mr. Hoffman oversaw internal and external communications, developed the annual marketing plan, and the corresponding media buy. To support these efforts, he performed regular assessments of effectiveness inside and outside the organization through analysis of response rates and interviews. Mr. Hoffman also served as the public affairs liaison and spoke on the record for the organization. Upon acceptance of this position, Mr. Hoffman performed an assessment of the organization communications structure and developed a change management plan designed to increase internal cooperation and volunteer participation. Mr. Hoffman developed new programs and initiatives for the organization and managed the internship program for the development office.
