 Planner for C7F Project FRIENDSHIP proof-of-concept mission to the Philippines. Lead C7F Planner for PACIFIC PARTNERSHIP 2007/8 (USS PELELIU and USNS MERCY) and three disaster relief operations in the Philippines and Burma.  Directed daily activities of 223 Marines, 46 Sailors and 20 civilians operating the airfield facilities of Marine Corps Base Hawaii and conducting worldwide C-20G (Gulfstream IV) flight operations in support of Marine Forces Pacific and Marine Central Command. Involved in all aspects of airfield management providing outstanding support. Driving force behind exceptional airfield services with limited resources and rapid expansion of material handling capabilities.  Led seven Bahrain detachments of two crews and one C-20G aircraft supporting Marine Corps and Navy forces, creating the model for subsequent Navy C-20G deployments. Standardized tactical procedures for logistics flights throughout region. Achieved 99% mission completion rate.  Coordinated command and base support for numerous Marine Corps Base Hawaii events including the first air show in over 20 years – featuring the Blue Angels for over 90,000 spectators. Rejuvenated sponsor and morale programs significantly improving retention and reducing liberty incidents.

Guided crew through tactical certification and set crew standard for operational achievement throughout a high-tempo Mediterranean deployment in support of Operations DELIBERATE FORGE. Administration Department Head. Led 9 Officers, 4 Chief Petty Officers and 17 junior Enlisted personnel providing administration, personnel, information technology and security support for 380 Sailors. Demonstrated innovation, leadership and foresight molding a “Wing model” Admin Dept providing first-rate customer service, manning management and records upkeep. Managed $2 million travel account and over $200,000 in information technology assets – oversaw 25% LAN expansion.  Assistant Operations Department Head. Developed comprehensive achievable training plan for eleven aircrews.

Jacksonville, Fl

 Operational Commander of UNITAS 40-99 land-based Naval assets. Planned and executed Maritime Patrol, Mobile Operational Command Center and Naval Air Logistics participation in the multi-national UNITAS operation in the South Atlantic, South Pacific and Caribbean. Orchestrated missions for 11 U.S. aircrews and 8 international squadrons, including over 1500 flight hours flown by various fixed and rotary wing aircraft, and led the operations of 11 P-3C aircrews from 7 squadrons.

Yokosuka, Japan

 Hand-picked to serve as the Asst Air Department Head (a billet normally filled by post-command Commander) and Mini-Boss. Directed the safe launch and recovery of over 5,500 aircraft during Operation SOUTHERN WATCH (Iraq) and performed exceptionally in one of aviation’s most pressure-packed O-5 (CDR) billets.  V-5 (Admin, Tower Operations) Division Officer. Spearheaded networking of department’s computers increasing efficiency, improving communication and reducing waste. Created a paradigm shift in the V-5 Division significantly improving service, timeliness and accuracy through promoting teamwork between Air Department divisions (580 Sailors) – Air Department became the model for accurate and timely reports. Superbly coordinated administrative functions for 480-man department. Directed an outstanding personal awards and recognition program resulting in improved department morale.  Bow Catapults Branch Officer. Participated in over 130 watchstation qualification boards. Improved training program achieving the highest in-rate, 3M (maintenance) and damage control qualifications in over three year. Benchmarked other programs for continuous improvement. TQL Officer. Kicked-off the command’s first TQL effort, training six departments and championing several process improvement efforts including OPREP Reporting (increasing the timeliness, accuracy and training involved in mishap reporting), zone inspections (improving space accountability and material condition) and decommissioning processes (significantly reducing the time required to turn over spaces to Puget Sound Naval Shipyard). Relentless in promoting TQL concepts to 3000 man crew. Principal planner in the highly successful Quality Improvement Visit by COMCARGRU FIVE and COMNAVAIRPAC Inspector General.
