Some of the more extensive and complex matters I have handled include federal court litigation involving Clean Water Act, NEPA and other federal laws; administrative litigation on permitting, licensing, enforcement and rulemaking matters; arbitration proceedings as arbitrator, counsel and expert witness; legislative drafting and advocacy; and rule development activities (including rule drafting, public hearing participation and rule challenge litigation).

As Deputy Secretary of DEP, I directed DEP's regulatory divisions and district offices, supervising approximately 1300 employees. Previously I served in various capacities with the former Florida Department of Environmental Regulation (“DER”), including Assistant Secretary,General Counsel, Deputy General Counsel for Enforcement, and Assistant General Counsel for groundwater and drinking water. While at DER and DEP, I was chief litigation and legislative strategist for the State of Florida’s response to the so-called “Everglades Lawsuit,” and led negotiations resulting in the 1991 Settlement Agreement and the 1993 Statement of Principles, as well as the Marjory Stoneman Douglas Everglades Protection Act and the Everglades Forever Act.
