Daniel Wagner’s philosophy on risks ‘are thought to be unknown, are not unknown’ and ‘at first glance may seem unforeseen, can in fact be foreseen’. This philosophy reminds me of an organisation being in the dark and unable to see an image of what risks are in front of them. At times you need a specialist to assist with identification of hazards and to implement control measures that can effectively mitigate the risks in front of you.
