Exercise executive authority for the overall and day-to-day operations and coordination of the Family Care Network, a multi-agency program providing free medical and support services to approximately 1,000 low-income HIV+ women, children, youth and their affected families, annually. Responsibilities include fiscal management of approximately $1.5MM grant funds, including budgeting, accounting, financial analysis and planning; supervising FCN coordination staff and consultants; contract monitoring and program evaluation; overseeing data management; ensuring that Network-wide Quality Management and Continuous Quality Improvement programs progress; program and strategic planning; providing policy leadership related to FCN target populations; advocating on behalf of and representing FCN client perspectives at community-, state- and nation-wide planning and coordinating meetings; coordinating implementation activities; drafting and producing required reports; interfacing with funders; overseeing of fundraising and development activities; and policy implementation.

Supervise staff attorneys in Unit. Evaluate staff attorneys, develop annual plans and assess progress toward plan goals. Develop Unit Workplan in conjunction with staff attorneys. Ensure progress toward Unit Workplan and oversee grant management and objectives. Participate in policy work of Oakland Eligible Metropolitan Area (EMA) Planning Council. Oversee litigation component of San Francisco Bay regional initiative to reduce barriers to access of disability benefits for homeless and mentally disabled clients. Ensure contract compliance for Ryan White and Housing Opportunities for People With HIV/AIDS (HOPWA) funds, including drafting all progress and year-end reports on service provision, fiscal and programmatic achievements.

Train, supervise and evaluate law students and provide direct assistance to no and low-income HIV-infected clients in the areas of public benefits, simple estate planning, debtor relief, housing, basic family law and immigration. Represent clients in all venues including before Administrative agencies. Conduct trainings for and provide technical assistance to other HIV/AIDS and other community-based service providers. Maintain currency of training manual and other training materials for HALP and other advocates. Team teach classroom component associated with clinical. Previous duties have included: 1) drafting successful proposals in response to Requests For Proposal (RFP) for federal Ryan White funding; 2) coordinating HIV Outreach Project, an on-the-spot advocacy and substantive education program for prospective clients at various sites throughout county, including an AIDS clinic at a county hospital, an emergency shelter, a daytime drop-in center for People With AIDS (PWA) and a needle exchange site.

Team taught 2 unit clinical companion seminar, “Community Law Practice at EBCLC.” Satisfied law students’ professional responsibility requirement.

Practiced in Bankruptcy and Corporate Departments. Researched and drafted motions, memoranda and pleadings on issues relating to corporate bankruptcies. Negotiated agreements, drafted memoranda and other documents for corporate transactions. As Summer Associate, wrote memoranda on applicability of California Unruh Civil Rights Act to persons perceived to be at risk of HIV infection, as well as asset recovery in Republic of Philippines v. Marcos litigation.

On loan from Munger, Tolles & Olson to identify and meet short- and long-term legal needs of Los Angeles civil unrest victims. Supervised very large group of volunteer attorneys, paralegals, laypersons, law students and staff. Trained new volunteers. Established office procedures and systems. Managed daily personal banking relationship for approximately 200 high net worth clients. Drafted credit memoranda detailing client's history and rationale for loan proposal.
