About Daniel Calin

I started my career as a lieutenant, working as an engineer from 1997-1999 with the Geospatial Information Agency of the Ministry of National Defence of Romania (MOND). Afterwards, I made a turn in his career (still as an active duty military officer) and have been actively involved in the realm of European security and defence for the last 20 years. I have taken up various positions, from defence and security analyst to Chief of Office for EDA and Capabilities Coordination within the Defence Policy, Planning and International Relations Department of the MOND. I also took up an appointment as a Capability Development Officer within the EU Military Staff (EUMS), from July 2007 - July 2010, and was a Deputy to the Assistant Chief of Staff External Relations within EUMS, from August 2013 – July 2018. From September 2018 – April 2019 I was a Senior Defence Adviser with the Romanian Permanent Representation to the EU and a member of the Romanian Presidency of the EU Council Team. Since May 2019, I have been a Policy Officer for Defence Policy Issues, within the Security and Defence Policy Directorate with the External Action Service (EEAS) in Brussels.I am a graduate of the Military Technical Academy in Romania – 1999 and hold a Master of Arts in European Studies from the College of Europe (2000). In 2002 I was a Visiting Fellow with the EU Institute for Security Studies (ISS) in Paris, while in 2001 I was awarded a NATO Individual Research Fellowship (for the period 2001-2003). During the Academic Year 2014-2015, I attended the CSDP High Level Course conducted under the aegis of the European Security and Defence College (ESDC) in Belgium/Brussels and several other EU Member States (Portugal, Latvia, Austria).I was promoted to the rank of colonel in 2018 and I am currently on a leave of absence from the MOND.

The EEAS supports the work of the High Representative of the Union for Foreign Affairs and Security Policy (HR) in defining and implementing an effective and coherent EU policy. The EEAS supports the HR as well in his tasks of conducting the EU's Common Foreign and Security Policy (CFSP) -of which the Common Security and Defence Policy (CSDP) is an integral part- and in chairing the Foreign Affairs Council (FAC). Working in close cooperation with Member States, the Council, and the European Commission, the EEAS supports the HR in his capacity as Vice-President of the Commission with regard to his responsibilities in the field of external relations, including the coordination of other aspects of the EU's external action.In my role, I ensure liaison and coordination notably with the European Defence Agency (EDA), the Political-Military Group and the EU Military Committee Working Group / Headline Goal Task Force (EUMCWG/HTF) on capability planning and development related matters. Moreover, I assist the European Commission on aspects pertaining to the European Defence Fund (EDF), and provide support in the framework of the Permanent Structured Cooperation (PESCO) as well as the Coordinated Annual Review on Defence (CARD).An important part of my work is dedicated to ensuring and enhancing coehrence among EU defence initiatives (CARD, PESCO, EDF) contributing to the fulfilment of the EU Level of Ambition in security and defence, close consultation with the EDA, the EUMS, and the Commission colleagues.Since the adoption of the Strategic Compass for Security and Defence, in March 2022, I have been part and parcel of the related efforts to achieve various objectives, notably the operationalisation of the EU Rapid Deployment Capacity and the Military Planning and Conduct Capability at the 2025 horizon.

During my time with the Romanian Permanent Representation to the EU (RO PermRep EU), the most important achievement and challenge at the same time was the participation in the team which negotiated the first ever European Defence Fund - EDF (sectoral file under the Multiannual Financial Framework 2021-2027). After three rounds of intensive trilogues, involving the Council (represented by the Romanian Presidency), the European Parliament, and the European Commision, a political agreement (common understanding) was reached and paved the way for a full-fledged agreement in the related EDF Regulation in early December 2020, under the German Presidency of the Council. This was first and foremost a team effort and was complemented and prepared by many meetings in the dedicated Council body, multilateral and bilateral exchanges with the Member States, close coordination with European Commission and European Parliament, as well as information sessions with partner countries and defence industry associations (e.g. ASD).
